SUMMARY
Under the direct supervision of the Human Resources Director, the incumbent assists with the supervision of the Human Resources Department operation for the Cocopah Indian Tribe, including creating and performing processes, and interpreting and implementing all Policies and Procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Assists with overseeing the Human Resources Department day to day operations during the absence of the Human Resources Director and supervises Human Resources staff.
· Responsible for assisting the Human Resources Director with research, creating, understanding, and performing all HR processes or operations.
· Assist with creating, interpreting, and implementing all Personnel Policies and Procedures and HR standard operating procedures.
· Monitoring to ensure compliance with the Arizona DPS Noncriminal Justice Compliance program, including taking and processing fingerprints for current employees or new hires as required.
· Assists with employee recruitment, vacancy announcements, screening applications, setting up interviews, and the onboarding process of new employees by working in collaboration with HR staff.
· Ensures compliance with all other Employment Laws and Regulations applicable to the Cocopah Indian Tribe/Cocopah Casino.
· Reviews and submits recommendations on job descriptions and job classifications.
· Review all personnel conflicts, grievances, and complaints from employees and/or management for policy adherence
· Makes disciplinary recommendations, assisting Management with employee mediation to settle employee and/or management problems/disputes.
· Conduct HR Investigations related to sexual harassment, harassment, hostile work environment, and general complaints.
· Monitors and provides vacation and sick leave eligibility information and leave balance to ensure compliance or misuse.
· Assists and coordinates evaluations for all employees, reviews employee performance, and makes recommendations concerning probationary periods, performance improvement plans, promotions, transfers, and salary increases.
· Composes reports by utilizing the Great Planes HR module or SAGE HR module as requested by the Human Resources Director, Administrations, and/or management.
· Represents the organization at personnel-related hearings and investigations, including unemployment claims.
· Establishes and maintains a secure personnel filing system, establishes and maintains a secure I-9 filing system, and conducts sporadic audits to ensure compliance.
· Responsible for employment verifications, letters, etc., as needed.
· Attends job fairs as needed.
· Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
· Extensive knowledge and experience in Human Resources within a customer service-orientated business.
· Ability to comprehend and explain Personnel Policies and Procedures as written in the Cocopah Personnel Policies and Procedures Manual and Tribal Gaming Compact.
· Ability to work with, assist, counsel, direct, and supervise employees of all backgrounds and personalities.
· Knowledge of recruitment, labor relations, employment, temporary staffing, training, and performance evaluation.
· Strong critical evaluation skills, decision-making, problem-solving, and research skills are a must.
· Ability to maintain confidential information, maintain confidential records, and exercise discretion.
· Ability to maintain an ethical practice.
· Knowledge of computers, file maintenance, records requirements, and confidentiality requirements is a must.
· Ability to adjust work schedule according to the necessity of the Department, Enterprises, and Casino & Resort, if needed.
· Ability to communicate well both in writing and orally.
QUALIFICATIONS
· Must be certified through the Arizona Department of Gaming; must pass a fingerprint background investigation (no felony or misdemeanor convictions), including financial credit check and drug and alcohol screening.
· Must have an AZ Driver’s License
· Experience with developing Job Descriptions and job classifications.
EDUCATION AND/OR EXPERIENCE
· An associate's degree in the related field is required, or superior academic achievement leading to a bachelor’s degree is preferred
· 5 years of work experience in a related field is required
· 3 years of supervisory work experience is required
