Nature of Work

Pathways to Community is a collaborative partnership between the Coconino County Sheriff’s Office and Coconino County Health and Human Services (CCHHS) that provides reentry support to individuals transitioning from the Coconino County Detention Facility back into the community. The Reentry Operations Manager serves as the operational lead for the program and is responsible for overseeing daily operations, supervising onsite staff, coordinating with community partners, and ensuring continuity of services. This position reports to the Pathways to Community Manager and provides program oversight related to workflow management, budget monitoring, data and documentation review, policy and procedure implementation, partner coordination, and staff development. The Reentry Operations Manager plays a critical role in fostering a collaborative, trauma-informed environment that supports successful reentry outcomes through effective coordination of behavioral health, housing, transportation, employment, and other community-based services.

Under general supervision performs work of moderate difficulty in the management of public programs; performs related work as assigned.

Typical Duties

  • Develops, implements, and evaluates programs that provide services to the public
  • Assures contract and regulatory compliance
  • Participates in the development and administration of program budget
  • Writes grant proposals and develops new funding sources
  • Negotiates contracts
  • Supervises and evaluates employees
  • Interprets guidelines and rules
  • Develops policies and procedures
  • Meets with clients, investigates and resolves client complaints
  • Develops and implements training as needed
  • Prepares and maintains records and reports
  • Performs related duties as assigned

Essential functions of this position include but not limited to driving; working with and around others; communicating with staff and the public; working alone; vision acuity (near and far); dealing with interruptions; hearing and speech for ordinary conversation. Environmental conditions include but not limited to working indoors and outdoors as necessary.

Minimum Qualifications

Bachelor's degree in public/business administration, or closely related field within subject area and two years of related experience, OR

Associate's degree in public/business administration, or closely related field within subject area and three years of related experience, OR

Four years of related experience, OR

any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

ADDITIONAL REQUIREMENTS:

Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Fingerprint clearance may be required.

This position is exempt from overtime.

Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.

This position is safety sensitive.

PREFERRED QUALIFICATIONS
  • Program management, operations management, or supervisory experience in the nonprofit, social service, behavioral health, criminal justice, or public sector.
  • Experience managing program budgets
  • Working knowledge of the criminal justice, behavioral health, housing, and community resource systems.
  • Demonstrated commitment to trauma-informed, person-centered, and strengths-based approaches to service delivery.

They have demonstrated success in cross-system collaboration and partnership development, understand the importance of coordinated care and community resources, and work effectively with diverse stakeholders to improve outcomes for individuals returning to the community. They are an adaptable leader who uses data, strategic thinking, and strong organizational skills to support program success while remaining grounded in the mission and values of reentry services.

  • Prepare and maintain complex reports and records
  • Manage contracts
  • Work safely and support the culture of workplace safety
  • Establish and maintain effective working relationships with employees, other agencies and the public
  • Follow written and verbal instructions
  • Communicate effectively verbally and in writing
