General Overview
This role is responsible for supporting existing Project Controls functions at our client’s site—with a strong emphasis on large capital project management, contracts and commercial management, estimation, change order governance, and field verification. The position ensures full compliance with Cockram and client procedures across Estimating, Procurement, Cost Management, and Reporting.
You will support an existing high‑performing team and serve as a key partner to Project Management, Construction, Engineering, and Procurement to ensure financial and contractual integrity throughout the project lifecycle.
Key Responsibilities
Change Control
- In this position, you focus will be on supporting the existing Cost Controls Team and focus mainly on change orders related to the project.
- Review contracts to understand what is in and out of scope for each of the contractors.
- Review the change order to ensure that this work (all or in part) is not already included on the contractor’s contract.
- Review change orders submitted by contractors to ensure the quantities and unit rates are accurate.
- Walkdown actual work completed on site related to change orders to verify the claims being made by the contractors are accurate.
- Update and maintain the Change Control Log (Excel Spreadsheet) to ensure the data being presented up to date and accurate.
- Support the existing cost control team by reporting on the metrics of change orders such as actual costs, spend forecasts, cost to complete, schedule impact, etc..
Estimation & Field Verification
- Independently develop internal cost estimates and evaluate contractor costs accuracy and completeness.
- Perform detailed field verification to validate quantities, progress, and cost impacts.
- Evaluate contractor claims against established market pricing and labor rates.
Pay Application Verification
- Review submitted pay applications by contractors to actual conditions on the site to verify the percentage of completion being reported by the contractor is accurate and correct.
- Communicate with the contractors regarding pay application percentages complete when there is a discrepancy between what is being reported and what is actual complete.
- Walkdown actual work completed on site to have a solid understanding of how much of the system is complete based on system boundary drawings.
Required Skills & Experience
- Strong understanding of capital project cost control, estimation, contracts management, and change order governance.
- Strong ability to use Microsoft Excel and filter data withing excel to provide information management is requesting.
- An understanding of SAP is desirable.
- Demonstrated experience in project controls, accounting, estimating, planning/scheduling, progress measurement, and forecasting/reporting.
- Experience in field verification and evaluation of construction progress and cost impacts.
- Certification such as CCC/CCE or PSP is an advantage.
- Strong analytical, organizational, and prioritization skills; able to work independently and manage multiple priorities.
- Knowledge of engineering practices, construction methods, materials, systems, and market conditions.
- Experience in Pharmaceutical/Biotech environments is preferred but not required.
- 10-15 years of relevant industry experience, ideally in large capital project environments.
