Essential Functions:
Provide overall leadership, management, and compliance oversight for the Perkins V Grant at Coastal Bend College. Direct retention initiatives that support Career and Technical Education (CTE) students and ensure the college meets all federal and state requirements. Serve as the primary author and coordinator of the Comprehensive Local Needs Assessment (CLNA).
Job Duties and Responsibilities:
- Manage and oversee all aspects of Perkins V grant implementation, compliance, and reporting in alignment with federal and state guidelines.
- Develop, coordinate, and complete the Comprehensive Local Needs Assessment (CLNA) on the required cycle, ensuring faculty, staff, students, industry partners, and community stakeholders are engaged in the process.
- Prepare and submit annual Perkins grant applications, amendments, and final reports in coordination with the Dean of Career and Technical Education.
- Monitor budgets, expenditures, and drawdowns to ensure compliance with 2 CFR Part 200 and Coastal Bend College grant management procedures.
- Collaborate with Institutional Research to track, analyze, and report on Perkins accountability indicators (e.g., 1P1, 2P1, 3P1) and program performance outcomes.
- Develop retention strategies for CTE students, including mandatory advising checkpoints, early alert interventions, and career pathway navigation.
- Coordinate professional development opportunities for faculty and staff related to Perkins V initiatives, retention strategies, and equity in access to CTE programs.
- Serve as a liaison to advisory committees, employers, and community partners to strengthen CTE program alignment with labor market needs.
- Ensure Perkins-funded activities and purchases are allowable, allocable, and reasonable under grant guidelines.
- Maintain accurate records, documentation, and databases for audit and compliance review.
- Work closely with Business Office staff to ensure accurate financial recordkeeping.
- Convene regular meetings with stakeholders (faculty, staff, and administrators) to monitor Perkins initiatives and retention efforts.
- Stay current on federal and state legislation, rules, and guidance related to Perkins V.
- Perform other duties as assigned related to grant management and student retention.
Minimum Qualifications:
- Bachelor’s degree in education, business administration, public administration, or a related field.
- At least three years of experience in grant management, compliance, or student success initiatives.
- Strong oral and written communication skills.
- Demonstrated ability to analyze data and prepare reports.
- Experience working in higher education, preferably with Career and Technical Education.
- Knowledge of Perkins RFA and CLNA procedures.
Preferred Qualifications:
- Master’s degree in education, counseling, business, or related field.
- Knowledge of Perkins V regulations and accountability measures.
- Experience developing or implementing student retention initiatives.
- Bilingual (English/Spanish).

Travel Requirements:
Some travel is required. Must have a valid driver’s license and insurance to attend meetings, trainings, and partnership development activities.
Environment:
Work is performed in a standard office environment. Requires standing, walking, sitting, bending, reaching, and occasional lifting of objects up to 10 lbs.
