Job Title: Assistant Director of Family Permanency

Department: Enhanced Family Foster Care (EFFC)

Reports To: EFFC Program Director

Date Available: Immediately

Salary Range: $80,000-$95,000.

Date Posting: February 23, 2026

Work Hours: 9AM-5PM and 11 to 7 pm one evening a week.

On call as needed

JOB SUMMARY

The Assistant Director of Permanency is responsible for the overall oversight and child welfare supervision of five EFFC units and their supervisors. This position ensures that the units are engaged in best practice when serving our children and youth in foster care, their birth parents and foster parents in order to obtain permanency as soon as possible. The assistant director operates in full compliance with CHFS, NYCACS and NYSOCFS policies and procedures, and is knowledgeable and familiar with Family Court proceedings in order to facilitate permanency for children and their families. The Assistant Director is expected to collaborate and advocate effectively with ACS, Family Court, CHFS Legal Counsel, and CHFS departments that interface with EFFC and children in care. The Assistant Director oversees day-to-day operations of the EFFC units, supervises unit supervisors, provides direction to supervisors, and ensures the delivery of high quality, trauma informed care that supports the safety, well-being, and development of children and youth in care and their families. The position also includes emergency coverage and intervention as needed.

Duties and Responsibilities

Program and Operations

  • Support program director in overseeing day-to-day foster care program operations.
  • Ensure compliance with state, federal and agency regulations.
  • Assist in developing, implementing, and monitoring policies and procedures.
  • Participate in program evaluations and quality improvement initiatives.

Family Court Knowledge and Legal Strategy

  • Demonstrate advanced knowledge of family court processes, procedures and legal timelines.
  • Understand and navigate the culture, expectations and practices of local family courts within the five boroughs (Queens, Manhattan, Bronx, Staten Island, and Brooklyn).
  • Maintain working knowledge of courtroom norms and decision-making trends
  • Integrate court culture and judicial considerations into case planning, recommendations and permanency strategies.
  • Collaborate with agency legal counsel to align case direction with legal realities while always prioritizing child safety and permanency.

Staff Supervision and Support

  • Directly supervise case planning supervisors and provide support for general staff.
  • Assist with hiring, onboarding, training and conducting performance evaluations of supervisors.
  • Provide guidance on multi-faceted or high-risk cases.
  • Promote staff accountability, morale, the agency’s mission, and professional development.

Child and Family Services

  • Provide supervision and direction that ensures timely, high-quality case planning and documentation.
  • Collaborate with families towards reunification when higher-level intervention is needed.
  • Support permanency planning (reunification, adoption, guardianship).
  • Monitor and plan for child safety, well-being and permanency outcomes that focus on the best interest of the child.
  • Demonstrate the ability to think multiple steps ahead when assessing cases, anticipating potential legal, clinical and placement-related changes.
  • Proactively guide and instruct case planning teams to prepare for multiple possible case trajectories.
  • Ensure teams are equipped to adapt quickly and effectively to abrupt changes, including court decisions, placement disruptions, or safety concerns
  • Support contingency planning that prioritizes child safety, permanency and legal compliance.

Collaborations and Community Relations

  • Serve as a liaison with courts, other child welfare agencies, schools and services provides.
  • Participate in court hearings, staffing meetings and case reviews.
  • Ability to collaborate effectively with multiple agency departments and model a team-oriented approach that strengthens communication, accountability, and aligned decision- making.

Leadership and Crisis Management

  • Assist with after-hours or emergency responses as needed.
  • Help resolve critical incidents and ensure proper reporting.
  • In the Director’s absence, provide coverage as necessary.

Qualifications:

  • Master’s degree in Social Work, Psychology, Mental Health Counseling, or related field required.
  • Licensed in NYS (LMSW, LMHC, LMFT, LCAT or related license) preferred but not required.
  • Minimum of 5 years of supervisory/administrative/coaching experience in family foster care or related child welfare services.
  • Knowledge of ACS regulations, Family Court proceedings, trauma informed care, and NYC child serving systems.
  • Strong leadership, organizational, supervisory and crisis management skills.
  • Excellent written and verbal communication skills.
  • Must pass all background checks.
  • Bilingual (English/Spanish) preferred.
  • Understanding and appreciation of the roles of race, religion, ethnicity, sexual identity, and individual values as they relate to child well-being, safety and permanency for children and families.
