Project Overview:
The Cost Analyst provides cost analysis, budgeting, and forecasting support for New Generation projects across all phases of development and execution. This role is responsible for building and maintaining financial models, analyzing project performance, and delivering insights that support strategic decision-making and portfolio management. The analyst collaborates closely with cross-functional teams to ensure cost integrity, regulatory readiness, and forecast accuracy.
Key Responsibilities:
- Build and maintain comprehensive cost models and conduct scenario analyses for assigned capital projects.
- Prepare cash flow estimates in support of the monthly Present Estimate (PE) process.
- Analyze the cost and schedule impacts of scope changes, trends, and emerging risks; prepare and deliver presentations of findings.
- Provide day-to-day monitoring and analysis of project budgets and actuals; update financials and cost data as needed.
- Interface with internal and external project stakeholders to support cost control, performance tracking, and reporting efforts.
- Deliver accurate financial reporting, trend analysis, and actionable recommendations for cost and performance optimization.
- Track and analyze monthly spend, develop earned value metrics, and provide reliable forecasts.
- Perform forensic cost analysis to validate project expenditures and ensure alignment with budgets and forecasts.
- Leverage tools such as Cognos, Power BI, Maximo, and PowerPlan to conduct financial and cost-related analyses; develop reports and dashboards to inform leadership.
- Maintain strong documentation practices to support ROD requirements, PSC filings, change orders, legal reviews, and prudency hearings.
- Actively participate in safety meetings, inspections, and observations to uphold company safety culture and practices.
Qualifications:
- 5 years of cost analysis experience on mega projects ($500M or larger), with a strong preference for generation or combined cycle projects.
- Direct experience in cost analysis for capital project development and execution, supporting either owner or contractor organizations.
- Strong understanding of commercial agreements, contract management, and contracting strategies.
- Advanced proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word.
- Working knowledge and hands-on experience with Cognos, Power BI, Maximo, and PowerPlan.
- Solid understanding of how schedule and scope changes impact cost forecasting, and ability to integrate schedule data into cost models.
- Strong analytical skills, attention to detail, and ability to communicate complex data effectively across stakeholders.
- Excellent technical writing, documentation, and organizational skills, especially in regulated utility or capital-intensive project environments.
