As a Certified Community Behavioral Health Clinic, CNS Healthcare's mission is to serve the people of our communities. The Quality Evaluator is responsible for designing, implementing, and overseeing evaluation activities for the purpose of performance management and quality improvement to ensure compliance with contractual requirements. The Quality Evaluator plays a critical role in data audit, analysis, and monitoring in order to interpret and inform agency leadership, front line staff, and external parties to ensure quality of service delivery and outcomes.

  • Design, implement, and oversee evaluation activities to ensure quality outcomes and compliance with contractual and quality improvement programs.
  • Develop study protocols, databases, and data collection workflows for qualitative and quantitative analyses.
  • Utilize a data-informed approach to organize, compile, and report quality improvement data to identify trends, establish priorities, and recommend improvement activities.
  • Regularly evaluate and audit data collection tools and databases to ensure their efficacy and accuracy.
  • Collaborate with cross-functional teams that include internal and external parties to define and develop analysis plans, ensure data quality standards, and publish results.
  • Develop advanced statistical frameworks for evaluating data and the quality of services, including advanced statistical analysis of data including descriptive and inferential statistical analysis.
  • Prepare high-level and detailed reports of findings, grant progress reports, and presentations for internal and external stakeholders.
  • Oversee the implementation and administration of National Outcome Measures (NOMs)
  • Participate in developing work instructions, guidelines, policies, and procedures related to the quality of care and process improvement.
  • Assist with research for and design of evaluation plans for grant submissions.
  • Serve as an active member of committees related to quality and compliance.
  • Attend and conduct meetings in-person in the office or the community, virtually through video (audiovisual), and by phone (voice only) as required.
  • Travel off-site as needed for various programming opportunities including meetings, conferences, activities, and events
  • Ensure that the CNS Healthcare standards of service are applied to interactions with individuals served, guests, and staff.
  • Assume responsibility for professional growth by current reading and attendance at educational programs and conferences.
  • Maintain knowledge and compliance with established policies and procedures, corporate compliance program, code of ethics, applicable federal, state, and local laws and regulations, HIPAA standards, and other regulatory programs.
  • Perform other related duties as assigned.

 Qualifications:

Required

  • Master’s Degree in Social Work, Psychology, Public Health, Public Administration, Statistics, or related field
  • At least 2 years of experience implementing community-based quantitative and qualitative evaluation and analysis
  • Demonstrated proficiency in data analysis, quality evaluation, statistics, and project management
  • Demonstrated proficiency in professional writing, public speaking, and presentations.
  • Knowledge of behavioral health and primary health care concepts and processes including grant and program evaluation.
  • Knowledge of grant process and grant writing.
  • Strong presentation skills.
  • Proficient with computers, navigating the internet/intranet, and Microsoft office products including Word, Outlook, PowerPoint, Excel, SharePoint, and Teams.
  • Ability to operate standard office equipment including photocopiers, faxes, computers, printers, desk and mobile phones, and video/teleconferencing equipment.
  • Proficient in the use of electronic health records (EHRs)
  • Ability to quickly learn an array of computer and technology systems
  • Ability to understand and value cultural and ethnic differences, their alternatives perspectives, lifestyles, etc.
  • Ability to work collaboratively and build positive working relationships
  • Ability to recognize the importance of collecting and reporting on outcome data
  • Ability to communicate effectively, professionally, and courteously
  • Ability to use discretion and judgmental when handling matters of a sensitive or confidential nature
  • Advanced time management, problem solving, customer service, interpersonal, and conflict resolution skills
  • Ability to be forward thinking and take initiative to accomplish goals and objectives of the department

Preferred

  • PhD/Doctorate in Psychology
  • Prior experience in behavioral health care and/or community mental health
