General Definition of Work

The Deputy Chief of Police, under minimal supervision, performs senior level work with considerable decision-making discretion serving as the second in command within the department. This position is responsible for the safety and security of school system personnel and property, coordination of assigned activities with other departments and outside agencies, and for providing highly responsible and complex administrative support to the Chief of Police of Charlotte-Mecklenburg Schools Police Department (CMSPD). Employee performs highly advanced and supervisory work to carry out Board of Education policies and procedures related to a wide variety of programs and activities under the direction of the CMS Chief of Police.

Place of Work

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

Essential Functions

  • Adhere to all state, federal, and local laws, policies, and procedures
  • Lead, manage, supervise, and evaluate assigned departments/staff
  • Provide staff assistance to the CMS Chief of Police 
  • Assist in developing, planning, and implementing department goals objectives; recommend and administer policies and procedures
  • Oversee investigation and patrol activities; monitor compliance with established guidelines
  • Recommend implementation of new security programs; identify appropriate security programs necessary to insure the safety of school personnel, students, and property; recommend procedural changes as necessary
  • Oversee and conduct investigations of crimes committed against school system property, personnel or students that fall within CMSPD jurisdiction
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
  • Analyze and monitor equipment, methods and techniques used in law enforcement protective services
  • Coordinate law enforcement activities with those of other departments and outside agencies/organizations
  • Confer with attorneys regarding student behavior
  • Communicate with and coordinate services with local law enforcement agencies
  • Assist in providing training to employees and school staff concerning safety measures, laws, appropriate legal action, and security activities
  • Confer with parents concerning student behavior and/or other security related issues
  • Communicate and coordinate services with local law enforcement agencies
  • Facilitate staff meetings and attend other related meetings as needed/required
  • Complete local, state, or federal surveys and reports accurately and promptly
  • Participate in professional development workshops and leadership training
  • Create an inclusive environment with positive communication/public relations
  • Perform related work as assigned or required

  • Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies
  • Comprehensive knowledge of enforcement and investigative laws at state, local, and federal levels
  • Ability to delegate authority and responsibility and hold subordinates accountable
  • Ability to develop, analyze and recommend policies, strategic plans and practices affecting school district personnel, students, and services
  • Skilled in subduing offenders including the use of firearms and handcuffs
  • Ability to maintain professional and emotional control under stress
  • Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
  • Ability to learn and use specialized tools, equipment or software related to business needs
  • Ability to develop and monitor a budget
  • Ability to direct and evaluate the work of others
  • Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
  • Ability to communicate effectively
  • Ability to reason, make judgments, and maintain effective working relationships

  • Ability to maintain confidentiality regarding school system business
  • Ability to develop related charts, graphs, reports, and records pertaining to school planning and strategy

  • Ability to conceptualize, initiate, monitor, and evaluate new and/or current programs
  • Demonstrated ability to perform detailed work, planning, risk assessments, and associated risk mitigation actions
  • Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment

 Education and Experience

  • Bachelor’s degree in criminology or related area required
  • Minimum of five (5) years’ experience in law enforcement preferred
  • Equivalent combination of experience and education

 Special Requirements

  • Possess and maintain a valid Driver’s License or ability to provide own transportation
  • Travel to school district buildings and professional meetings
  • NC BLET/Certification; Law Enforcement; Firearm Qualification; Management; N.C. License
  • Must be certified by the State of North Carolina as required by the Criminal Justice Standards Council or North Carolina Sheriff’s Standards Council
