Role Description
This is a full-time, on-site role located in Culpeper, VA, for a Project Manager/Estimator position. The responsibilities include overseeing construction projects, managing project timelines and budgets, liaising with clients and vendors, preparing cost estimates, and ensuring compliance with project requirements. The role also involves coordinating logistics, managing teams, scheduling inspections, and facilitating expediting activities to support efficient project execution.
Duties and Responsibilities
Estimating Duties
· Review and analyze project plans, specifications, drawings, and bid documents for projects, including mechanical, electrical, and structural components.
· Solicit and evaluate bids and quotes from subcontractors and suppliers
· Develop comprehensive cost estimates for labor, materials, equipment and subcontractors
· Assists in creating bid proposals and submitting them to client after the internal review process has been completed.
· Attend pre-bid meetings and perform site visits to understand project conditions and logistics.
· Perform risk assessments related to project costs and timelines
· Management and execution of the proposal development process.
· Analyze and decompose Request for Proposal (RFP) and Request for Quote (RFQ) to fundamental requirements
· Issue requirements for subcontractors and vendor entities.
· Compile subcontractor and vendor quotes and verify/scope check for complete coverage of scope of work.
· Develop detailed take-off for all construction documents
· Develop proposals with accurate cost and scope
· Review contract scope of work as they relate to originating RFP and CMCC Proposal
· Liaison and provide support to Sales & Contracts departments on RFP/RFQ reviews and assessments during bid/proposal cycle.
· Participate and contribute to company meetings as required.
Project Management Duties
· Manage project documentations, including contracts, Requests for Information (RFIs), submittals and change orders
· Assist in developing and maintaining the project schedule and budget and track project costs against the established project budget.
· Act as a liaison between project managers, engineers, subcontractors, vendors and clients.
· Coordinate with Field Superintendents to monitor daily construction activities and resolve field issues.
· Manage the buyout process upon the award of a project.
· Ensure all construction activities and project documentation comply with safety standards, specification and regulatory requirements.
· Lead construction teams within commercial and government facilities for the construction and installation of Sensitive Compartmented Information Facility (SCIF).
· Manage the project budget, scope, and project lifecycle with profit and loss responsibilities. Generate Work Breakdown Structure and Master Schedules.
· Manage, track, and meet project milestones, timelines, and deliverables.
· Generate daily, weekly, monthly progress reports as required.
· Ensure safety and quality policies and procedures are met.
· Perform cohesive and responsive coordination with the customer.
· Maintain accurate as-builds to ensure all change orders are executed and documented.
· Manage the project costs throughout the lifecycle of the project.
· Manage sub-contractor personnel.
· Participate in Design Reviews as required.
· Provide cost estimates; approve purchase order and labor expenditures.
· Provide monthly cost reports to the Director of Operations.
· Support project closeout procedures, including gathering redline drawings, operation and maintenance manuals and warranties.
· Participate and contribute to company meetings as required
· All other duties as assigned by the President, Director of Operations or their designee.
Knowledge Skills and Abilities
· Strong organization, attention to details and communication skills with customers, teammates and peers.
· Proficient use and knowledge of computer and software technology specific to program management (Procore, Bluebeam, MS Office, MS Excel, MS Teams, MS Outlook applications software.)
· Ability to read blueprints, drawings and performing quantifiable take-offs for each division
· Understand construction methods and interpret solicitations from private and public sector entities (RFP) relevant to the construction industry
· Problem solving, reasoning and analytical skills
· Resourceful and well organized.
· Ability to work effectively in a fast-paced, team-oriented environment
· Ability to adopt responsibility for the management of the project throughout the project lifecycle.
Qualifications
· A minimum of three years of experience as Project Manager, Assistant Project Manager
· A demonstrated record of consistent experience in support of project managers
Preferred Education and Certification
· College Degree preferred in construction management or a related field
· Relevant professional certification in project management
· High School Diploma
· Technical Diploma
