The Clinton County Assessment Office is accepting applications for a anticipated full-time Assistant Chief Assessor. Candidates for this position must possess a bachelors' degree and three years of assessment or related real estate experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. A valid driver's license, satisfactory pre-employment drug screen and background check required. SALARY: $38872.00.

  • Summary:** To assist the Chief Assessor in all aspects of real estate tax valuation. The purpose of this position is to maintain the CAMA (Computer Assessment Mass Appraisal) software system and to enter, and ensure accurate information is stored in the system database for the Assessment office and tax billings needs, the work is performed under the direction of the Chief Assessor.

**Essential Functions: The following duties are normal for this** **position. These are not to be construed as exclusive or** **all-inclusive. Other duties may be required** **and assigned.**

  • Maintains and updates the programming needs and functions of the CAMA software.
  • Maintains and ensures proper operation of the Assessment Office computer system; troubleshoots problems and coordinates service and repair.
  • Coordinate and conduct field inspections of real properties to assess size, type of construction, condition, use, location, and compliance with building/zoning permits.
  • Interview property owners/builders for essential data affecting valuation.
  • Analyze collected data and make valuation determinations in accordance with Assessment Office policy.
  • Supervise field and office staff in collecting and recording property data and descriptions in the CAMA database.
  • Review subdivision and land development plans and provide the GIS department with data to prepare geographic illustration and labeling of parcels and creation of new postal addresses.
  • Conduct field inspection of Clean and Green properties for compliance with property use guidelines.
  • Consult with Chief Assessor and County Solicitor in preparing briefs and rebuttals for assessment hearings.
  • Meet with taxpayers to review assessments and resolve disagreements.
  • Provide information to property owners and the public about assessment policy and practice, and assist them with any assessment-related needs in the field and in the office.
  • Stay abreast of in-committee, passed or pending legislation affecting assessments and communicate them to appropriate County offices and the public.
  • Develop and implement efficient work procedures and formats and train staff in their use.
  • Oversee and maintain record storage for permits.
  • Attend training seminars, workshops, and public meetings as required.
  • Assume administrative duties of the Chief Assessor in his absence.
  • Enters and ensures accurate information is inputted into the CAMA system.
  • Troubleshoots problems, coordinates services and repairs with the IT, and GIS departments.
  • Prepares computer for run reports; prepares computer files for printing of taxes; processes and prints tax bills, duplicates and totals.
  • Performs other related functions as assigned or required.

**Minimum Training and Experience Required to Perform Essential Job Functions:**

Education And Experience

  • **Bachelor's degree and three years of assessment or related real estate experience, or any combination of education and experience that provides equivalent skills, knowledge, and abilities.**
  • **Current CPE certification or a commitment to obtain if position is accepted.**

Additional Job Requirements

Valid driver's license, satisfactory pre-employment drug screen and background check, and completion of the computer skills testing.

  • Requires the ability to communicate orally and in writing with the Chief Assessor and all department personnel, other County departments, elected officials, attorneys, school districts, appraisers, realtors, tax collectors and the public.

Mathematical Ability

  • Requires the ability to perform addition, subtraction, multiplication and division; and to calculate percentages and decimals.

Physical Requirements

  • Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer and other office machines, and/or materials used in performing essential functions.
  • Ability to coordinate eyes, hands, feet and limbs in performing moderately coordinated movements such as typing.
  • Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds.
  • Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.

Environmental Adaptability

  • Ability to work under safe and comfortable conditions where exposure to environmental factors is minimal and poses a very limited risk of injury.

In completing the duties and responsibilities of this position, the Assessment Department expects the employee will adhere to all county policies, guidelines, practices and procedures; act as a role model both inside and outside the County; perform duties as workload necessitates in a timely, accurate and thorough manner and be conscientious about meeting department productivity standards; and communicate regularly with supervisor about department issues.
