Scope Of Work

Seeking an experienced Tester to provide advanced testing support, guidance, and expertise. This person shall support both agile and traditional delivery teams by designing, executing, and validating user acceptance testing (UAT), as well as collaborating closely with business users to ensure systems meet requirements and deliver expected business value.

The Tester shall serve as a subject matter expert in test design, test execution, defect evaluation, and testing process improvement.

Tasks

  • Review and analyze project requirements, user stories, process flows, and acceptance criteria for clarity, completeness, and testability.
  • Maintain and update the requirements traceability matrix (RTM).
  • Create, update, and maintain comprehensive test cases, test scenarios, and test suites.
  • Contribute to UAT test plans.
  • Develop and update test plans that outline scope, approach, schedule, resources, and risks.
  • Execute manual UAT test cases, log test results, and ensure proper validation of functional and non-functional requirements.
  • Participate in test case review sessions; identify candidates for automated testing as needed.
  • Conduct regression testing to validate system stability and verify fixes.
  • Support and sometimes lead bug hunts, exploratory testing, and ad hoc validation activities.
  • Log defects with clear reproduction steps, evidence, and expected behavior; retest defects and confirm resolution.
  • Conduct integration testing across systems, services, and interfaces.
  • Perform or support load, performance, security, integration and accessibility testing activities.
  • Prepare, request, or curate test data required for UAT.
  • Validate UAT readiness (requirements, data, environments, tools).
  • Participate in defect triage discussions; assist in determining priority, severity, and business impact.
  • Provide UAT guidance and support to business SMEs and testers during testing cycles and contribute to training, documentation, and testing best practices.
  • Develop and maintain testing best practices, training materials, templates, and documentation.
  • Provide daily/weekly test metrics, summaries, and status reports to stakeholders.
  • Participate fully in Scrum ceremonies (if applicable) including planning, refinement, standups, demos, and retrospectives.
  • Contribute to release readiness assessments and go/no go recommendations.
  • Learn and apply basic test automation concepts; collaborate with automation engineers as needed.
  • Continuously identify opportunities for improving testing processes, tools, documentation, and collaboration.
  • Participate in release readiness discussions.

Required Skills and Experience:

  • Strong understanding of UAT processes, SDLC, and agile methodologies.
  • Ability to analyze requirements and translate them into effective test cases.
  • Experience designing and executing complex test scenarios.
  • Proficiency in using test management and defect tracking tools (Azure DevOps, Jira, etc.).
  • Excellent analytical and problem-solving abilities.
  • Strong communication skills for working with both technical and non-technical audiences.
  • Ability to prioritize tasks and work independently with minimal direction.
  • Understanding of accessibility standards (e.g., WCAG), security testing fundamentals, and performance considerations.
  • Ability to identify risks and propose mitigation strategies.
  • Collaborative mindset and strong interpersonal skills.

In addition, the ideal candidate will have skills and experience in:

  • Experience in a government or regulated environment.
  • Familiarity with test automation concepts (Selenium, Playwright, Robot Framework, etc.).
  • Experience preparing or managing test data.
  • Strong UAT or QA background with experience testing complex systems.

Working Conditions:

  • May involve tight deadlines during release cycles.
  • Requires coordination with cross functional teams and business partners across OIS and agency programs.

The Tester is responsible for performing hands-on testing of applications, systems, and integrations to ensure they meet business and technical requirements. This includes writing detailed test scenarios, test cases, and scripts for releases, providing accurate estimates for test planning, and reviewing technical and business documents to prepare comprehensive test cases. The Tester executes manual and/or automated tests, identifies and documents defects, collaborates with developers to ensure timely resolution, and validates bug fixes and regression impacts. They work closely with project managers, business analysts, developers, and subject matter experts to ensure alignment on testing objectives, maintain complete and traceable test deliverables, and provide clear reports on test results, status, and risks. Additionally, the Tester contributes to process improvement initiatives and incorporates best practices in quality assurance methodologies. Excellent communication (written and verbal) - Solid understanding of OOPS concepts - Hands on experience with API and Webservice Testing, Good understanding of traceability Matrix, test strategy, test planning - Recent experience with using automation tools like Selenium, TextNG or such - Good understanding of Agile/Jira process - Platforms include (Java, Mobile-PWA, SalesForce).

Our primary criteria are the qualifications and experience of the proposed key person. Please propose your strongest candidate, at a rate less than or equal to the maximum.

Interviews will be conducted via MS Teams. Interview times will reflect Pacific Standard Time.

Due to circumstances beyond our control, we anticipate two weeks or more for the background check completion for the selected candidate.

This position is approved for remote work. Remote onboarding will be required for the first day.

Telecommuting will be contingent upon the key person providing his/her own adequate computer, monitor(s), Internet connection, and telephone, and be readily available during normal working hours via phone, email or instant message. Access to Agency systems will be provided via VPN or similar software. No hardware or additional software will be provided at the consultant's home site or his/her PC.

Will work PST hours daily.
