Position Overview

CLF Consultants LLC seeks an Illinois-licensed, board-certified Psychiatrist to serve as Medical Director of the Alton Mental Health Center, a State-operated inpatient psychiatric facility of the Illinois Department of Human Services. The Medical Director provides psychiatric clinical leadership and administrative oversight of the medical staff while delivering and directing high-quality patient care.

This role combines direct psychiatric practice with medical staff supervision, clinical policy development, quality and utilization review, restraint and seclusion oversight, and committee leadership, in coordination with facility administration and the Department. The selected physician must already hold an active Illinois medical license and be able to begin within 21 days of award.

This position is ideal for an experienced psychiatrist ready to step into, or continue in, a Medical Director role where they can influence clinical quality, mentor physicians, and lead psychiatric services without the administrative burdens of private practice, on a predictable weekday schedule with long-term contract stability.

Key Responsibilities
  • Provide and oversee psychiatric evaluation, diagnosis, and treatment for patients at the facility, and direct the delivery of psychiatric care across the medical staff
  • Supervise, coordinate, and support the facility medical and psychiatric staff, including credentialing input, clinical direction, and performance oversight
  • Chair or participate in medical staff committees and multidisciplinary treatment team and case reviews
  • Develop, review, and maintain clinical policies, protocols, and standards of care consistent with State, CMS, and Joint Commission requirements
  • Oversee restraint and seclusion review and reduction in accordance with State and federal (CMS) standards
  • Direct quality assurance, peer review, and utilization review activities for psychiatric services
  • Serve as medical liaison between the medical staff, facility administration, and the Department of Human Services
  • Prescribe, monitor, and manage psychotropic medications, including metabolic and interaction monitoring, and provide crisis and emergency psychiatric evaluation as needed
  • Support admission, treatment planning, and discharge planning for continuity of care
  • Maintain timely, accurate, and complete medical records, reports, and required documentation
Required Qualifications
  • MD or DO from an accredited medical school with a completed psychiatry residency
  • Active Illinois medical license in good standing (must be held at the time of bid submission)
  • Board certification in psychiatry (ABMS / ABPN)
  • Active DEA registration
  • Minimum 3 years of post-residency clinical psychiatry experience, including administrative, supervisory, or medical-director experience
  • Ability to begin within 21 days of award and to pass facility background screening
Strongly Preferred Qualifications
  • Prior Medical Director or psychiatric leadership experience in an inpatient or State psychiatric setting
  • Public-sector or State hospital psychiatry experience
  • Forensic psychiatry experience
  • Quality improvement, peer review, utilization review, or committee leadership experience
  • Joint Commission or CMS survey and regulatory-compliance experience
