Position Summary
We are seeking a highly skilled and experienced Underground Utilities Construction Foreman to lead and supervise field crews in the installation, repair, and maintenance of underground water and wastewater infrastructure. The Foreman will be responsible for coordinating daily construction activities, ensuring work is performed safely, efficiently, and in compliance with project plans, specifications, and regulatory requirements.
Key Responsibilities
- Supervise and coordinate crews involved in the installation and repair of water mains, sewer lines, storm drains, manholes, service connections, and related infrastructure.
- Interpret construction plans, blueprints, and specifications; ensure work is executed per design and engineering standards.
- Lead safety briefings and enforce all company and OSHA safety regulations on-site.
- Operate and oversee the operation of heavy equipment such as excavators, backhoes, trenchers, and compactors.
- Ensure proper utility locating (811) and safe excavation practices to avoid utility strikes.
- Coordinate material deliveries, equipment usage, and subcontractor work to maintain project timelines.
- Perform daily site inspections and maintain accurate job records including daily logs, progress reports, and crew timesheets.
- Troubleshoot issues in the field and communicate effectively with project managers, engineers, and inspectors.
- Train and mentor crew members to ensure quality workmanship and promote a culture of safety and accountability.

Qualifications:Qualifications
Required:
- Minimum 5 years of experience in underground utilities construction, with at least 2 years in a supervisory or foreman role.
- Extensive knowledge of water, sewer, and storm drain systems construction methods and materials.
- Ability to read and interpret construction drawings and utility maps.
- Strong understanding of OSHA regulations and safe trenching and excavation practices (competent person certification preferred).
- Experience with various types of heavy equipment and tools used in underground utility work.
- Valid driver’s license; CDL preferred or ability to obtain.
- High school diploma or GED.
Preferred:
- Confined space and trench safety certifications.
- CPR/First Aid certified.
- Bilingual (English/Spanish) a plus.
Physical Requirements
- Must be able to perform strenuous physical labor in outdoor environments, including extreme weather conditions (heat, cold, rain, snow).
- Regularly required to stand, walk, bend, kneel, crouch, climb, and reach for extended periods.
- Ability to lift and carry up to 50 pounds unassisted; occasionally required to lift heavier objects with assistance or mechanical aids.
- Must be able to work in confined spaces and at elevated heights, including ladders, scaffolding, or into vaults, manholes, and tanks.
- Frequent use of hands and fingers to handle tools, operate valves, and use instrumentation or control devices.
- Visual and auditory ability to detect, identify, and diagnose equipment malfunctions or leaks in piping and system components.
- Must be able to wear required personal protective equipment (PPE), including respiratory protection, safety harnesses, gloves, and protective clothing.
- Able to safely enter and work in hazardous environments including those with strong odors, loud noise, and potential chemical exposure.
- Must maintain physical readiness to respond quickly to emergency repairs or system failures, including after-hours or on-call assignments.
