GENERAL PURPOSE

Performs specialized technical and administrative human resources work in the administration of employee benefits, human resources information systems, records management, compliance programs, and other assigned human resources operations. Exercises independent judgment in administering assigned programs and processes while ensuring accurate, timely, and compliant human resources administration.

Works under the general supervision of the Human Resources Manager.

Examples Of Duties

  • Coordinates the City's employee benefits programs, including administration of Employee Navigator, Open Enrollment processing, qualifying life event changes, HealthEquity, flexible spending accounts, dependent care accounts, Assurity benefits, benefit billing reconciliation, payroll deduction reconciliation, and related benefit administration activities.
  • Maintains the City's human resources information systems, including Tyler/MUNIS human resources functions, Employee Self Service (ESS), Personnel Action Notices (PANs), Core Value Conversation (CVC) administration, and other assigned human resources systems.
  • Maintains official personnel records, conducts personnel file audits, coordinates records retention and purging, and ensures the integrity and confidentiality of human resources records.
  • Coordinates assigned compliance programs, including Affordable Care Act (ACA) administration and reporting, annual compliance tracking, training records, required acknowledgements, and other assigned compliance activities.
  • Responds to routine employee inquiries regarding employee benefits, payroll deductions, human resources systems, leave administration, and assigned human resources programs; resolves matters within established authority and refers complex issues to the appropriate Human Resources staff member.
  • Coordinates the City's Wellness Committee activities and employee engagement programs, including Clearfield Cash, employee recognition activities, birthday communications, Open Enrollment communications, and other assigned employee engagement activities.
  • Performs human resources financial administration, including invoice processing, benefit billing reconciliation, budget support activities, vendor payments, and other assigned financial and administrative functions.
  • Prepares Affordable Care Act (ACA) and employee benefits reports; gathers, validates, and maintains human resources data to support departmental reporting, compliance, and operational activities.
  • Provides administrative support for retirement processing, Sick Leave Bank administration, benefit communications, Open Enrollment activities, and other assigned human resources programs and projects.
  • Participates in process improvement initiatives, special projects, and other assigned human resources programs.
  • Performs related duties as required.

Minimum Qualifications

Education and Experience:

  • Graduation from high school or equivalent;

AND

  • Two (2) years of progressively responsible experience in human resources, employee benefits, payroll, office administration, or a closely related field involving the administration of confidential records and the delivery of customer service.

OR

  • An equivalent combination of education and experience.

Special Qualifications

  • Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), or IPMA Certified Professional (IPMA-CP) certification preferred.
  • Must possess a valid Utah Driver License or obtain one within six (6) months of hire.
  • Must successfully pass a criminal background investigation.

Additional Qualifications/Information

Thorough knowledge of the rinciples and practices of human resources administration related to employee benefits, human resources information systems, personnel records administration, compliance tracking, records retention, and customer service; applicable federal and state laws and regulations governing assigned human resources programs; benefit administration processes; human resources information systems and standard office software; records management principles; business English, report preparation, and effective interpersonal communication.

Ability to administer assigned human resources programs and operational processes; accurately maintain confidential personnel records and human resources systems; interpret and apply established policies and procedures; coordinate multiple assignments while maintaining data integrity, accuracy, and attention to detail; prepare reports; communicate effectively verbally and in writing; provide courteous, responsive, and professional customer service; establish and maintain effective working relationships with employees, supervisors, vendors, external agencies, and the public; contribute to a positive employee experience through professional, respectful, and service-oriented interactions; and maintain confidentiality while exercising sound judgment.

PHYSICAL DEMANDS

Duties are primarily performed in a standard office environment and require the ability to communicate effectively in person, by telephone, and electronically. Work requires prolonged periods of sitting with frequent standing, walking, and the use of a computer and standard office equipment. Occasional lifting and carrying of materials weighing up to 25 pounds may be required. Periodic travel to meetings, training, and other work-related locations may be required.

WORK ENVIRONMENT

Work is performed primarily in a standard office environment with frequent interaction with employees, supervisors, applicants, vendors, external agencies, and members of the public. The position requires the ability to manage multiple priorities, maintain confidentiality, ensure data integrity, and effectively respond to changing priorities while administering assigned human resources programs.

FLSA STATUS

This position is classified as non-exempt under the Fair Labor Standards Act (FLSA).
