Duties Help * Advocate for service members, families, survivors, and the programs and policies that support them through legislation and congressional interactions. * Formulate legislative and congressional strategy to support the critical enduring needs the Total Force and their families. * Assist in the development of programs and policies for defense-wide service member and family support programs and services. * Analyze policies, procedures, budgets, and legislation to develop program goals, objectives, and performance measures in support of service members and their families. * Recommend program and budget changes and enhancements to meet the dynamic needs of service members and their families. * Respond to congressional correspondence, to include posture statements, views, reports, appeals, questions and inserts for the record, and legislative language to advance the concept of elevating service member and families' quality of life stature. * Prepare and advise personnel on congressional reporting requirements, decision briefs, action memos, and other pertinent material and data to facilitate decision making by senior executive level officials. Requirements Help Conditions of employment * Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement. * Proof of U.S. Citizenship required. * Direct deposit of pay is required. * One year probationary period may be required. * Appointment subject to a suitability/fitness determination, as determined by a background investigation. * This position is designated Non-Critical Sensitive (Secret) and requires a Tier 3 investigation favorably adjudicated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes evaluating support programs reflecting the needs of service members and their families, interpreting legislation to plan new approaches and/or programs, developing policy, legislative and/or budgetary requirements for military community and family support programs, and resolving issues of potential significance or controversy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education This job does not have an education qualification requirement. Additional information * Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. * Salary includes applicable locality pay or Local Market Supplement. * Multiple positions may be filled from this announcement. * You may claim Priority Placement Program (PPP) preference. * You may claim Military Spouse preference. * This position is not covered by a bargaining unit.
