Job Summary

Under close supervision of a higher classified employee, this position is responsible for assisting in the appraisal of real and personal property within the County in compliance with Colorado statutes. Responsibilities include but are not limited to, assessing assigned properties using mass-appraisal techniques, preparing defenses of appraisals, and maintaining all records, reports, and files on such properties.

Principal Job Duties

Assess the value of assigned properties for ad valorem taxes using mass appraisal techniques, including physically inspecting the property and evaluating all pertinent data (e.g., market value, location, and building or replacement costs).

Prepare and maintain current data on each parcel assessed, including maps of boundaries, inventories of land and structures, property characteristics, and any applicable exemptions.

Review and analyze property values based on taxpayer protests and the regularly scheduled re-evaluation process.

Research, update, and maintain cost and sales data in the computer to ensure an accurate assessment of real and personal property.

Respond to questions and complaints in person, by phone, and through correspondence. Accept and respond to all assigned protests.

Provide information on locating specific properties on the map and give directions for physically locating the property.

Perform required fieldwork on new construction to determine an accurate property valuation and physically inspect and review all sales properties.

Provide the public with general property transfer information

Performs other duties as assigned.

Minimum Job Requirements

REQUIRED EXPERIENCE / EDUCATION

High School diploma or equivalent.

Two (2) - Four Years (4) Office Experience Required

Requires knowledge and ability to handle routine tasks associated with various structures and land appraisals.

Must obtain a Licensed Ad Valorem Appraiser's License within the time frame set by the Board of Real Estate Appraisers.

This level is generally acquired through one year of experience in appraisals, real estate, and construction.

Knowledge, Skills & Abilities

Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.

Knowledge of administrative and clerical procedures and systems, such as word processing and managing files and records. Must have moderate typing skills. Knowledge of computers and the ability to learn computer programs. Knowledge of and ability to use other various office equipment, such as a 10-key calculator, fax machine, scanner, copiers, etc.

Ability to maintain a high level of professionalism by being honest and ethical.

Ability to pay careful attention to details and complete work tasks thoroughly.

Must be able to maintain composure, keep emotions in check, control anger, and avoid aggressive behavior, even in challenging situations.

Must accept criticism and deal calmly and effectively with high-stress situations.

Skilled in giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.

Skilled in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Ability to understand new information's implications for current and future problem-solving and decision-making.

Ability to accurately and effectively transmit and receive information necessary to accomplish goals and objectives, including effective written and oral communication, keeping customers, subordinates, peers, and supervisors informed, and listening.

Able to maintain courteous and effective working relationships with the public, County departments, co-workers, and other agencies.

Skilled in research and data management.

Good organization and time management skills.

Necessary Special Requirements

Must have a valid Colorado Motor Vehicle Driver's License

Must pass a background check: Criminal and Traffic

Supervisory

There are no supervisory duties related to this position.

Physical Requirements And Work Environment

Work is primarily performed in an office environment. The office work involves sitting or standing at a counter/desk approximately 75% of the time. The remainder of the time is spent outside or inside a vehicle working in all kinds of weather. The climactic conditions include cold, heat, rain, snow, wind, and dust. The fieldwork involves inspections on sloping and ungraded terrain and periods of walking, standing, hiking, driving passenger vehicles, stretching, bending, and climbing. Must be physically able to lift, carry, push, or pull up to 40 pounds. Hearing voice conversation is essential to safe and effective job performance. Clear vision at 20 inches or less and up to 20 feet or more (use of corrective eyewear is acceptable).

EMERGENCY DEPLOYMENT

Employees may be temporarily reassigned to perform emergency response or disaster recovery duties within their department or in other County departments during a County-declared emergency or disaster, as authorized under the Clear Creek County Employee Disaster Deployment Policy. Such assignments will align with operational needs and the employee's skills and may occur with limited notice. Deployment assignments require employee agreement, and employees will continue to receive their regular compensation in accordance with County policies and applicable labor laws during such assignments.
