The Regional Utility Services department is seeking a Plan Reviewer - Environmental. This position reviews and approves development proposals and associated environmental plans and reports to ensure compliance with Clean Water Services (CWS) Design and Construction standards. Provides technical assistance and training related to CWS standards, programs, and existing natural resources to private developers, engineers, and city staff. In addition, this position will manage development review of multi-benefit stream enhancement and natural resource mitigation plans. This position supports the management of multiple plan review projects within target timeframes and communicates with applicants and interested parties throughout the review process.

The following are the minimum qualifications for this position.
3 years experience in water resources planning or environmental permitting, design, installation, maintenance, monitoring, or inspection, which includes review or completion of wetland or waters delineations, natural resource assessment reports, or natural resource impact and mitigation or enhancement plans; and
College-level coursework or professional training in environmental science, wetland or waters delineation, botany, ecology, natural resources management, hydrology, biology, land use planning, water law and water rights, environmental engineering, or a related field
OR
2 years experience in water resources planning, environmental permitting, design, installation, maintenance, monitoring, inspection, which includes review or completion of wetlands or waters delineations, natural resource assessment reports, natural resource impact and mitigation or enhancement plans; and
Bachelor’s degree in environmental science, botany, ecology, natural resources management, hydrology, biology, land use planning, water law and water rights, environmental engineering, or a related field.

- Reviews and approves development proposals and associated environmental plans and reports, including existing condition site assessments, alternatives evaluation, impact, mitigation, and enhancement plans. Consults with developers, engineers, environmental consultants, property owners, agencies, and contractors on technical matters to verify information, coordinate various stages of work, explain CWS processes, codes, and procedures, and prepare comments and conditions of approval.
- Provides technical assistance to the development community. Responds to inquiries and complaints, interprets, and explains codes, policies, standards, and procedures to the development community and other interested community members, with a focus on CWS Sensitive Areas and Vegetated Corridors Standards. Assists plan review technicians with addressing complex issues.
- Provides administrative, logistical, and technical project oversight by tracking permit requests; managing records, files, and databases; reviewing and preparing project documentation; gathering, recording, and evaluating data; preparing reports and work orders; and enforcing standards and specifications.
- Acts as a resource and assists with developing and providing training and support to CWS staff, contract employees, and staff of partner agencies. Serves as a point of contact for employees with questions regarding plan reviews and interpretation of CWS standards and processes, with a focus on CWS Sensitive Areas and Vegetated Corridors Standards.
- Represents CWS at both public and private meetings with development professionals, community members and agency staff. Plans and makes presentations to colleagues and other agencies explaining CWS processes and standards.
- Performs field work and site inspections in a variety of settings including but not limited to: construction sites, creeks and wetlands, and undeveloped areas.
- Assists with coordinating and managing contracts for consulting services. Ensures consultants’ work is completed on time, within budget, and as defined in the contract.

- Analyzing, and interpreting technical data pertaining to wetlands and riparian habitats, water quality, and water quantity
- Interpreting and applying pertinent federal, state and local policies, procedures, laws and regulations
- Use of computers and computer software including word processing, spreadsheets, and databases
- Simultaneously coordinate multiple development project reviews
- Conduct and/or review wetland and waters delineation using the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region
- Understand and interpret maps, grading, utility and development plans, and reports pertaining to complex development projects
- Perform site investigations
- Interpret and apply pertinent policies, procedures, laws, regulations, and permits
- Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS and other government officials, contractors, community groups, and the general public
