Help shape the future of transportation policy in Michigan! Clean Fuels Michigan and Michigan Clean Fuels Institute are seeking a Policy Analyst or Policy Manager to advance policies that support the growth of the EV and alternative fuel industries.


Clean Fuels Michigan is a nonprofit trade association, and Michigan Clean Fuels Institute is a nonprofit educational organization. Together, the organizations advance clean transportation through policy advocacy, education, research, and stakeholder collaboration.


Because we're a small team, you'll have meaningful responsibility from day one, with hands-on coaching to help you build the skills and confidence to operate independently with legislators, state agencies, and member companies.


Position: Policy Analyst or Policy Manager (title determined based on experience and qualifications)


This is a hybrid/remote role with a strong preference for a Michigan-based candidate. 


Required Qualifications:

  • Experience engaging directly with legislators, agency staff, or other policymakers.
  • Comfortable representing an organization's position in a room with decision-makers.
  • Excellent written and verbal communication skills, including the ability to translate technical and legislative material for non-expert audiences.
  • Interest in clean transportation topics, like EVs and alternative fuels.
  • Demonstrated ability to solve problems independently and develop practical solutions.
  • Self-motivated and excited to manage multiple projects with minimal supervision.
  • Bachelor’s degree 


This position requires regular travel (approximately 2-5 days per month) within Michigan for legislative meetings, member events, conferences, and stakeholder engagement. Most travel is day travel with occasional overnights. All mileage and travel expenses are reimbursed.  


Preferred Qualifications:

  • Direct experience with the Michigan Legislature or another state legislature.
  • Background in transportation, energy, or environmental policy.
  • Coalition-building and/or stakeholder facilitation experience.
  • Public speaking, especially if experience includes providing testimony.


We're looking for someone who is excited to take ownership of our policy advocacy and grow into the role, not necessarily someone who already checks every box. You'll receive direct mentorship from the Executive Director, along with intentional support for your professional development as you build your expertise and take on increasing responsibility.


What you’ll do: 

  • Advocacy: Support legislative strategy, build relationships with policymakers, draft testimony, and represent Clean Fuels Michigan in meetings.
  • Member Engagement: Educate members about policy developments through presentations, written updates, work group meetings, and one-on-one conversations. Gather member feedback and help develop consensus positions.
  • Policy Research: Monitor legislation, research policy options and emerging trends, and develop recommendations that inform the organization's advocacy priorities.
  • Coalition Leadership: Coordinate stakeholder coalitions, facilitate meetings, identify shared priorities, and keep projects moving.
  • Government Relations: Build productive relationships with state agencies and collaborate on implementing clean transportation initiatives.
  • Represent the Organization: Attend conferences, legislative hearings, coalition meetings, and industry events on behalf of Clean Fuels Michigan.
  • Other Responsibilities: Contribute to organizational initiatives, events, grant-funded projects, and special assignments as needed.


This role offers exceptional exposure - you'll work directly with elected officials, agency leaders, executives, and industry experts while helping shape transportation policy across Michigan.


This role reports directly to the Executive Director.


Benefits:

  • Salary in the range of $55,000 - $75,000. Entry-level candidates should expect the lower half of this range, with the upper half reserved for those with aligned legislative or policy experience.
