The Opportunity: Human Resources Business Partner

As a Human Resources Business Partner, you will play a critical role in attracting, sourcing, and hiring top talent across various County departments. You will manage the entire recruitment lifecycle, from initial requisition to final offer, ensuring a positive and efficient experience for both candidates and hiring managers.

Key Responsibilities:

  • Full-Cycle Recruitment: Manage recruitment for a high-volume, diverse range of positions, including administration, public works, public safety, and specialized roles.
  • Strategic Sourcing: Develop and implement innovative sourcing strategies to build strong talent pipelines, including utilizing job boards, social media, community networks, and attending job fairs.
  • Candidate Screening & Selection: Conduct initial screening, interviews, and assessments to evaluate candidate qualifications and fit.
  • Hiring Manager Partnership: Consult with department heads and hiring managers to understand their talent needs and provide expertise on recruitment best practices, market trends, and competitive offers.
  • Employer Branding: Act as a brand ambassador for Clay County, promoting our culture and career opportunities to prospective candidates.
  • Manage compensation program, ensuring the County remains competitive, budgetary constraints align, and compliance with labor laws is met.


  • Provide exemplary customer service and support to new and existing employees by coordinating all elements of Clay County’s Onboarding/Orientation process.


Knowledge, Skills and Abilities:

  • Knowledge of Human Resources policies and laws.
  • Knowledge of payroll principles, practices, regulations and procedures.
  • Proficiency in HR Information Systems (HRIS).
  • Strong analytical skills with a data-driven approach to decision-making.
  • Maintain high standards of confidentiality.
  • Skill in preparing detailed reports.
  • Skill in performing detailed computations.
  • Skill in interpersonal (verbal and written) communications.
  • Skill in using a personal computer with proficiency in Microsoft Office programs and general office forms.
  • Ability to effectively meet and deal with the public and build and maintain effective relationships across all levels of an organization
  • Ability to deal sensitively with confidential material.
  • High level of integrity and professionalism
  • Ability to make sound business decisions, engage in problem-solving using analytical skills.
  • Ability to organize work, multi-task and prioritize tasks without direct supervision.
  • Ability to demonstrate a strong work ethic and work as a team member

What You'll Bring:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field. Equivalent experience may be considered in lieu of a degree.
  • 2 years of professional experience in full-cycle recruitment, preferably in a high-volume setting or public sector environment.
  • Proven ability to source and recruit candidates for diverse roles, including hard-to-fill positions.
  • Excellent interpersonal, communication (written and verbal), and negotiation skills.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities simultaneously.
  • Proficiency with HR Information Systems (HRIS)and other recruiting software.

Minimum ADA and Physical/Mental Requirements:

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communicate effectively on the telephone and in person and to hear equipment alarms.
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate and prepare a variety of written/typed documents and text materials.
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment and personal computer.
  • Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to lift up to 15 pounds, to sit and work at a keyboard for an extended period of time, and work in an office environment.
