About The Position

The Clark County Assessor's Office is seeking qualified candidates to apply for the Property Appraiser I/II position. As a member of our team, you will perform appraisals for industrial, commercial and/or residential and/or personal property for taxation purposes. The ideal candidate will interpret and document required information and conduct field inspections to derive equitable and justifiable property appraisals for assigned real and personal properties. As required, you will prepare Assessor records, income or market data and participate in presentations at the Board of Equalization hearings. This position will be a part of the Appraisal Division within the Assessor’s Office.

Property Appraiser I: $30.38 - $44.84 Hourly

Property Appraiser II: $32.77 - $48.43 Hourly

The Property Appraiser I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Property Appraiser II. This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Human Resources.

Minimum Requirements

Education and Experience:

Property Appraiser I - Equivalent to two (2) years of college course work in accounting, finance, economics, real estate, business administration, construction technology or a field related to the work AND two (2) years of full-time experience in an assessment office performing appraisal data collection or in work which has involved the appraisal, assessment or valuation of real or personal property. Experience or possession of an appraisal license, certification or other applicable appraiser credential may be substituted for the required education and/or experience on a year for year basis. Possession of a valid appraiser/intern license or state appraiser certification is highly desirable. Must possess a valid Nevada State property appraisal certificate in both real AND personal property issued by the Nevada Department of Taxation for assessment purposes prior to promotion to the II level.

Property Appraiser II - In addition to the above: Minimum of one (1) year of full-time varied real and/or personal property appraisal in a public agency setting and successful completion of 108 hours of approved accredited training in the appraisal field. Must possess a valid Nevada State property appraisal certificate in both real AND personal property issued by the Nevada Department of Taxation for assessment purposes. Must maintain certification and continued education as defined in NRS 361 and NAC 361.

Working Conditions: Attend meetings outside of normal working hours. Appraise property under hazardous conditions or encounter difficult or confrontational situations with individuals. Maintain educational requirements as specified by the State.

Licensing and Certification: Must possess a valid Nevada Class C driver's license or, if a non-resident, obtain a license within 30 days of appointment. Must obtain a valid Property Appraisal Certificate in both real AND personal property from the Nevada Board of Taxation for assessment purposes within two years and prior to advancement to the Property Appraiser II level. Must maintain valid certification and continued education at the II level as defined by NRS 361 and NAC 361.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

Medical Examination: Employment is contingent upon the results of a physical examination performed by our physician.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

EXAMPLES OF DUTIES

  • Appraises industrial, commercial and/or residential properties, and/or other real and personal property for taxation purposes.
  • Analyzes, interprets and documents required information to derive equitable and justifiable property appraisals for assigned real and personal properties.
  • Conducts field inspections of property site to collect and verify property data. Interviews property owners and other relevant parties to obtain and verify property data.
  • Reads and interprets a variety of maps and aerial photographs to ascertain boundaries and condition of personal and industrial, commercial and/or residential properties.
  • Reviews and interprets accounting records, leases and financial information to ascertain gross and net income for capitalization into an estimate of value.
  • Allocates appropriate value to different portions of property parcels based on topography, development, vegetation, soil use and capability of use.
  • Adjusts property values for property splits based on allocated values of subject properties.
  • Acts as information source to property owners and other interested parties at the public counter and over the telephone; explaining appraisal and appeal procedures to the taxpayers.
  • Compiles and organizes Assessor Office records and prepares income or market data for presentation at Board of Equalization hearings; attends and participates in such hearings.
  • Determines taxable value of property and makes corrections to tax rolls.
  • Prepares and maintains detailed appraisal work papers; prepares written summary of appraisal procedures and findings.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Uses a variety of standard office equipment in the course of the work; drives a personal or County motor vehicle to inspect sites and attend meetings.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment and to drive a county or personal vehicle in order to attend meetings and inspect properties; strength and stamina to inspect various residential, commercial or industrial properties or other facilities, such as construction sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.
