Job Summary

Provides advanced level assistance to all county programs affiliated with the Department of Community Services Behavioral Health Unit. This position will provide administrative support activities that contribute to efficient program and office operations and will require a thorough understanding of department and county programs and procedures. This position is responsible for performing a variety of complex administrative activities that support the Clark County Community Service's mission to empower and uplift the community by providing essential support, resources, and opportunities aimed at overcoming barriers to ensure a stable, healthy, and engaged community for all. This position will demonstrate commitment to promoting diversity, equity, inclusion, and multicultural competence. This position reports directly to the Behavioral Health Program Manager.

Qualifications

Three to five years of responsible and advanced administrative support experience including the full range of office and support functions; experience with all Microsoft Office programs. May be required to possess or obtain a valid motor vehicle operator's license.

Other combinations of education or experience, which would demonstrate the ability to perform the work, will be considered.

Specialized experience in the area of assignment is highly desirable. However, this expertise is not required at entry into the classification.

Knowledge of: general office procedures and practices and of the specialized functions, policies, and procedures of the work unit; spelling, capitalization, punctuation and rules of grammar, and of the formats and clerical procedures used in performing the work; filing and record-keeping procedures; applicable laws, county codes, ordinances, and policies governing the work of the department and assignment; PC computer applications such as word processing, spreadsheets and data bases.

Ability to: establish and maintain cooperative and effective working relationships with all county departments; master the more complex department processes, services and functions; operate standard office equipment such as computer software applications, telephones, copy machines; create website content; apply sound judgment in making decisions independently in accordance with established policies, procedures, and regulations; effectively maintain harmonious relationships with external and internal customers, including co-workers; diffuse difficult or highly charged situations; follow oral and written instructions; effectively guide and assist other employees; evaluate and improve department service delivery through enhancement of procedures, systems, organizational approaches and record keeping; develop and demonstrate effective customer service techniques; communicate effectively both orally and in written form.

Responsibilities

CURRENT KEY OR TYPICAL TASKS AND RESPONSIBILITIES - Assignments may vary from program to program within the Behavioral Health unit. The position may serve as the administrative expert in certain areas as the senior person in a work group and/or have continuing individual responsibility for a group within a department providing various functions or services. Duties may include:

Provides customer service to internal and external customers

  • Provides direct customer service to internal and external customers; researching and responding to difficult and detailed requests and situations as requested.
  • Coordinates and completes a set of processes to support the work of internal Behavioral Health Program Coordinators; develops or recommends new processes, systems and work procedures.
  • Organizes meetings as requested that may include both internal and external customers.
  • Provides support, training and direction to member agencies with regard to funded program requirements requiring monthly service reporting and evaluation.
  • Completes web-based data entry requirements to include compiling reports, analyzing data and presenting results to team members and contracted providers as requested.
  • Provides support as the safety coordinator at the Clark County Youth House responsible for organizing evacuation drills, shelter in place, and updating emergency contact information for all who are affiliated with the Youth House.

Coordinates the office operations of a function or service within the department of assignment.

  • Researches, recommends and implements technical and/or administrative revisions to office systems, procedures and policies; interprets laws, regulations, policies and department procedures to the public and other staff.
  • Assists with administrative tasks related to Behavioral Health personnel, budgeting and maintenance of facilities.
  • Tracks expenses associated with contract funding, retreats, trainings and events as well as other funded community activities for program staff.
  • Implements new procedures and systems and trains staff as needed.
  • May provide lead direction to other administrative support staff.
  • May assume charge of support functions and staff in the absence of a lead worker or manager.
  • Schedules all Behavioral Health staff meetings including quarterly meetings with the Department Director.
  • Orders, maintains, and tracks office supply orders and inventory for all Youth House programs.
  • May serve as primary and secondary DCS front desk reception support, as assigned.

Provides advanced administrative support

  • Maintains databases for tracking departmental and Behavioral Health program information.
  • Researches, interprets, prepares and maintains a variety of information and documents requiring knowledge of specific program requirements and terminology; creates written correspondence to customers regarding findings.
  • Prepare reports and documents that summarize and compile the thoughts, perspectives, and recommendations of young people who volunteer in Clark County Youth House programs, contributing to the completion of end-of-year reports on their recommendations and accomplishments.
  • Works with other departments, agencies or external contacts to research or coordinate work assignments.
  • Composes documents including letters, memos, minutes and other material from draft, recordings or general instructions.
  • Proofreads and edits documents, presentation materials, brochures and other materials for grammar, clarity, punctuation and spelling; examines documents for completeness and accuracy.
  • Gathers and compiles information in response to problems as assigned.
  • Uses spreadsheets to track, analyze and report quantitative information.
  • Processes forms, applications, service requests and payments.
  • Coordinates and organizes meetings, schedules rooms, assures notification of participants, arranges for necessary equipment and supplies.
  • Performs related duties as required.

Examples of Duties

WORKING ENVIRONMENT AND PHYSICAL DEMANDS

Duties are primarily carried out at the Clark County Youth House, other county buildings, and other business environments. Physical demands may include lifting boxes of documents, reaching and bending to file documents, and repetitive motions associated with computer work. Most work is done between Monday and Friday; evening hours will be required weekly and are based on the needs of the programs supported. Occasional weekend and overnight hours may be required to provide program support for retreats, orientations and trainings.

This is a full-time, represented, hourly position. This position has the option of a remote/hybrid work schedule possibility. However, the candidate selected must reside in OR or WA. No Exceptions. Applications will be accepted until an adequate number of applications are received.
