CCVLP is hiring a Special Programs Manager to lead the development and implementation of our new Record Vacating and Legal Financial Obligation (LFO) Reduction program and to support several smaller volunteer-driven programs within our “Special Programs” umbrella. This position builds relationships across courts, community partners, and statewide networks; supports and coordinates volunteer attorneys; and ensures clients receive accessible, trauma-informed legal help.
The Job Title:
This position is titled “Special Programs Manager” to reflect its leadership in designing, coordinating, and administering specialized volunteer-driven legal programs at CCVLP. While the role is not supervisory, it requires significant independent judgment, cross-program collaboration, and ownership of systems that ensure clients receive timely, high-quality services. The Special Programs Manager reports to the Co-Executive Director: Operations & Finance and collaborates closely with additional co-directors who oversee specific program areas.
For pay and classification purposes, this position is considered “manager” under CCVLP’s Wage and Wage Factor policy, aligning with its operational leadership responsibilities. The Special Programs Manager plays a key role in shaping new program infrastructure, particularly around record vacating and legal financial obligation (LFO) reduction, while also contributing to the success of other community-based legal service programs that operate under the “Special Programs” umbrella.
About the Program:
Historically, CCVLP’s Special Programs have served as a flexible, catch-all portfolio; home to a variety of smaller-volume legal service areas such as wills and estates, employment, debt defense, and more. Each program operated with equal priority, opening or closing based on community need and volunteer capacity.
The program has now been restructured (though not re-titled) to center on a new Record Vacating and Legal Financial Obligation (LFO) Reduction Program, which will be designed and led by this position. This core initiative focuses on helping individuals clear eligible criminal convictions and reduce or eliminate court fines, removing barriers to housing, employment, and stability for people rebuilding their lives after conviction.
In addition to leading this new initiative, the Special Programs Manager will gradually assume coordination of CCVLP’s Adult Lay Guardianship and Immigration programs, both of which are currently supported by other staff and represent two of the most pressing areas of community legal need. Once those program areas are stable, and only if additional capacity allows, the Special Programs Manager may facilitate limited services in another area of law (such as employment, debt relief, or estate planning).
The program’s flexibility and responsiveness remain central to its purpose, but the position’s immediate priority is clear: to establish and lead CCVLP’s record vacating and LFO work while ensuring other high-need programs continue to thrive.

Position Overview
As the Special Programs Manager, you’ll lead the creation and daily coordination of CCVLP’s new Record Vacating and Legal Financial Obligation (LFO) Reduction Program, while supporting existing services within the Special Programs portfolio. This is a hands-on, client-centered role focused on helping people overcome court-related barriers to stability and ensuring volunteer attorneys have the tools and coordination they need to provide effective legal help.
Your work will include building partnerships with courts, community organizations, and other record-clearing initiatives; developing training and support systems for volunteer attorneys; and managing referrals, intakes, and follow-up for clients navigating record vacating and LFO processes. As capacity allows, you’ll also oversee CCVLP’s Adult Lay Guardianship and Immigration programs, two of the community’s lowest resourced but highest areas of need.
Because this position leads new program development and requires technical understanding of Washington court systems, experience in re-entry, legal services, or court administration is strongly preferred. Bilingual English/Spanish proficiency is also highly valued, as many clients served through the Adult Lay Guardianship and Immigration programs speak Spanish as their primary language.

Key Responsibilities
- Lead the design and implementation of CCVLP’s new Record Vacating and Legal Financial Obligation (LFO) Reduction Program, including establishing referral processes, volunteer systems, and community partnerships
- Serve as the primary point of contact for clients seeking record clearing or LFO assistance: conduct intakes, determine eligibility, schedule appointments, and ensure follow-up
- Develop and maintain relationships with local courts, the clerk’s office, and community-based re-entry partners to coordinate access and resolve systemic barriers
- Support and coordinate volunteer attorneys by preparing case files, scheduling clinics, and facilitating attorney training in collaboration with co-directors
- Track and maintain client data, case outcomes, and reporting metrics to support internal evaluation and funder reporting
- Oversee and coordinate CCVLP’s Adult Lay Guardianship and Immigration programs once capacity allows, ensuring smooth transitions of client services from interim staff
- Represent CCVLP in local or statewide taskforces, meetings, or community coalitions related to record clearing, re-entry, or other special program areas
- Participate in regular staff meetings, training, and organizational initiatives under CCVLP’s shared leadership and CECE (Continuing Education and Community Engagement) policy
We’d Like to See
- Experience working in re-entry services, legal aid, court systems, or related fields where you supported individuals navigating legal or bureaucratic processes
- Knowledge of Washington court records, legal financial obligations (LFOs), or record vacating procedures, or a demonstrated ability to learn complex legal systems quickly
- Bilingual English/Spanish proficiency, with the ability to communicate effectively and respectfully with clients whose first language is not English
- Excellent communication skills and the ability to build trust with clients, volunteers, and partners
- Comfort balancing multiple program areas and priorities in a fast-paced environment
- A trauma-informed, equity-centered approach to client service and collaboration
- Strong organizational skills, attention to detail, and confidence using technology for case management, scheduling, and reporting
