Position Summary

Key Responsibilities
- Payroll Administration
- Manage weekly payroll processing for salaried and hourly employees
- Manage Certified Payroll Reports in compliance with federal, state, and local prevailing wage requirements
- Ensure compliance with Davis-Bacon Act, prevailing wage laws, union reporting requirements, and public works regulations
- Review employee time records, job cost coding, and labor allocations for accuracy
- Process garnishments, deductions, benefit contributions, and payroll tax filings
- Coordinate payroll audits and respond to agency requests
- Reconcile payroll-related general ledger accounts and support month-end close activities
- Maintain payroll records and ensure compliance with all applicable regulations
- Review and process quarterly and annual state/federal payroll reporting
- Coordinate employee onboarding, orientation, and new hire documentation
- Maintain personnel records
- Administer employee benefits and assist with annual open enrollment
- Support employee relations, policy administration, and performance management processes
- Assist with hiring activities
- Ensure compliance with federal, state, and local employment laws
- Support safety training documentation and compliance tracking
- Required Minimum 5 years of payroll experience in the construction industry
- Minimum 3 years of supervisory or leadership experience
- Extensive Certified Payroll experience is required
- Strong knowledge of prevailing wage regulations, Davis-Bacon requirements, and public works reporting
- Experience processing multi-state payroll
- Working knowledge of payroll taxes, wage and hour laws, and employment compliance
- Proficiency with payroll software, HRIS systems, and Microsoft Excel
- Excellent attention to detail, organization, and problem-solving skills
- Preferred
- Bachelor's degree in Human Resources, Accounting, Business Administration, or related field
- CPP (Certified Payroll Professional) certification
- Experience with construction ERP systems such as Arcoro, Vista by Viewpoint, Foundation, Spectrum, or similar platforms
- Union payroll experience
