Position Summary
The Community Development Manager implements projects under Clarion County Connect, the CCEDC’s place-based revitalization initiative. This position focuses on delivering community revitalization, redevelopment, place-based improvement, and outdoor recreation projects by coordinating closely with municipalities, businesses, community groups, and partner organizations. The role involves hands-on project management, grant support, and community engagement to strengthen downtowns and built-environment spaces across Clario
n County.Role Within the Organization
The Community Development Manager is part of CCEDC’s program team and collaborates with the Executive Director and program Directors to advance projects. The Manager ensures community development activities align with CCEDC’s economic development and tourism priorities by maintaining clear communication and coordination across divisions.
The Manager will:
- Support cross-divisional projects related to downtown revitalization, placemaking, outdoor recreation, blight remediation, and redevelopment.
- Coordinate closely with the Tourism Director to align community enhancements with Discover Clarion County strategy and operations.
- Represent CCEDC in meetings with municipalities, businesses, community groups, and regional partners as assigned.
Key Responsibilities
Community Revitalization & Redevelopment
- Coordinate and implement Clarion County Connect projects focused on downtown revitalization, blight remediation, adaptive reuse, and community space improvements.
- Support municipalities and local organizations in planning and delivering revitalization, placemaking, and redevelopment projects.
- Assist with property inventories, downtown assessments, project scoping, and feasibility reviews for redevelopment opportunities.
- Help advance the reuse of vacant and underutilized buildings through partner coordination, research, and pre-development support.
Placemaking & Place-based Improvements
- Support the planning and execution of beautification, façade enhancements, public art, and small-scale streetscape projects.
- Assist with community engagement, public workshops, and outreach efforts that shape community revitalization activities.
- Coordinate with vendors, contractors, and community groups to execute improvements in community spaces and downtown areas.
Outdoor Recreation & Community Amenities
- Support the development or improvement of outdoor recreation assets (e.g., trails, river access points, parks, wayfinding) in partnership with the Tourism Director.
- Coordinate project partners, manage logistics, and help prepare funding applications related to outdoor economy initiatives.
- Assist municipalities and community groups in planning and implementing outdoor-focused community projects.
Grant Support & Administration
- Assist with grant writing, research, collecting data, developing narratives, and assembling supporting materials.
- Manage grant reporting, reimbursement requests, compliance documentation, and project-related record-keeping.
- Track and maintain documentation for funded projects.
Partnership & Stakeholder Coordination
- Serve as a point of contact for municipalities, nonprofits, community groups, and private partners on assigned projects.
- Schedule meetings, facilitate communication, and ensure clear information flow to CCEDC leadership.
- Represent CCEDC at events, community forums, and partner meetings as assigned.
Qualifications
Required
- 2–3 years of relevant experience in community development, project management, public administration, planning, redevelopment, nonprofit program management, community engagement, or other relevant roles.
- Experience coordinating projects and working with a variety of stakeholders.
- Strong communication, organizational, and relationship-building skills.
- Ability to balance multiple projects and meet deadlines.
- Valid driver’s license and regular countywide travel.
Preferred
- Bachelor’s degree in Community Development, Planning, Public Administration, Economic Development, Recreation Management, or a related field.
- Experience in downtown revitalization, placemaking, community engagement, redevelopment, or outdoor recreation projects.
- Experience with grant writing or administration.
- Familiarity with Pennsylvania community development programs and funding sources.
Hours & Travel
- Full-time, salaried position.
- Regular local travel within Clarion County; occasional evenings or weekends for meetings or events.
- Occasional regional travel for training or partner coordination.
Compensation & Benefits
- Salary Range: $50,000 – $60,000, commensurate with experience.
