The Recompete Plan Coordinator (RPC) will report directly to the County Administrator and have a multifaceted scope of responsibilities. The RPC’s primary focus will be the overall strategic design, creation, and management of multiple cross-jurisdictional projects for the Recompete award in conjunction with NOPRC members. This position will plan, execute, and oversee Recompete projects, coordinating timelines, allocating resources, and facilitating communication among stakeholders to ensure successful delivery on time and within scope. The RPC will serve as the primary liaison with federal Economic Development Administration staff and will coordinate programming with project leads from external partner organizations. As Project Lead for County initiatives under the Recompete Plan, the RPC will oversee research, analyze data to create effective solutions, and manage any County programs created through the plan. The RPC will oversee all project operations under the Recompete umbrella with a strong emphasis on grant and contract compliance, financial oversight, and process improvement. Overall, this position serves as a critical liaison between the County Administrator, County departments, and external stakeholders, contributing significantly to the County’s success in implementing the Recompete Plan.

  • Strategic Planning: Collaborate with cross-functional teams to develop comprehensive Recompete Plans, identifying strengths, weaknesses, and areas for improvement. Facilitate strategic collaborations across the Recompete Coalition and other stakeholders.
  • Project Coordination: Coordinate project timelines, allocate resources, and facilitate stakeholder communication.
  • Proposal Management: Oversee the proposal execution, ensuring compliance with financial, data and other requirements and deadlines.
  • Contract Assessment: Conduct in-depth evaluations of government contracts, reviewing terms, performance metrics, and client feedback.
  • Project Planning: Develop comprehensive project plans, including schedules, resource allocation, and budgeting.
  • Stakeholder Communication: Serve as the primary point of contact for project-related inquiries, updates, and escalations.
  • Contract Compliance: Monitor and enforce contract compliance, tracking key performance indicators and milestones.
  • Market Analysis: Analyze market trends, competitors, and industry developments to inform Recompete Plan strategies effectively.
  • Problem-Solving: Apply creative problem-solving skills to address challenges and ensure successful project completion.
  • Resource Management: Allocate and manage project resources effectively, ensuring they are optimally utilized.
  • Risk Mitigation: Proactively identify and mitigate project risks and issues, implementing contingency plans as needed.
  • Budget Oversight: Assist in budget management, tracking project expenses, and ensuring financial compliance.
  • Scope Definition: Collaborate with project teams to define scope, objectives, and deliverables.
  • Process Improvement: Continuously improve project management processes and methodologies to enhance efficiency and effectiveness.
  • Outcome Evaluation: Evaluate project outcomes against predefined success criteria, ensuring alignment with project goals.
  • Reporting: Provide regular project status reports to stakeholders and the County Administrator, highlighting progress and critical milestones.
  • Documentation: Create and maintain project documentation, including schedules, reports, and meeting minutes.
  • Client Relationship Management: Maintain and nurture positive relationships with government agencies, coalition members, and clients, addressing inquiries and ensuring client satisfaction.
  • Quality Control: Implement measures to ensure project deliverables meet established standards.
  • Guidelines: Follow all applicable laws and guidance, including federal, state, grantor, county, city, and department policies and procedures. These guidelines require judgment, selection, and interpretation in the application.

Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by examples in the above job description.

Education
Bachelor's Degree: A bachelor's degree in a relevant field such as Business Administration, Public Administration, Contract Management, or a related discipline.
Advanced Degree (Preferred):  Master of Business Administration or Master of Public Administration.

Experience
Three to five years’ experience in project management and coordination, economic development, contract management and/or procurement with hands-on involvement in contract management and compliance.

This experience should include a demonstrated history of leadership, assignments, project development, analysis, team development and service to an organization and their membership.

Salary : $8,867 - $10,804
