Clallam County is seeking a motivated and detail-oriented professional to join our team as a Planner I. This entry-level position is responsible for researching and analyzing technical data related to County planning and assisting the public in applying planning and zoning regulations to construction and land use problems. The role involves professional-level duties requiring sound judgment while working under the guidance of senior staff.
As part of a three-level Planner series, this position is designed for growth, with incumbents expected to learn the full scope of planning functions and take on increasingly complex responsibilities over time. Work programs and objectives are established by the supervisor, providing a structured environment for developing planning expertise and supporting effective community development.
- Interact with the public in applying planning requirements and zoning regulations and information on project construction and land use plans
- Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and works cooperatively and jointly to provide quality seamless customer service
- Provide technical assistance in the analysis, coordination and implementation of planning matters involving land use, natural resources and environmental matters, requirements, and regulations.
- Perform environmental determinations and prepare general and specific plan elements
- Review correspondence, reports, and studies to make appropriate recommendations
- Gather planning and engineering data and write reports
- Assist higher level professional planners with preparation of materials for presentation before various boards and commissions

Education/Training
- Bachelor’s degree in planning, geography, environmental science, public administration, or a closely related field.
- Coursework in land use planning, environmental review, zoning, GIS, or related subject areas is desirable.
- In lieu of the Bachelor’s degree, an Associate’s degree in a related field and two (2) years of directly related experience in administrative, customer service, planning support, permitting, environmental review, research, or a similar field may substitute.
- No professional planning experience is required.
- One (1) year of experience in administrative, customer service, planning support, permitting, environmental review, research, or a related field is desirable. Experience may include internships, academic project work, or volunteer experience that demonstrates relevant knowledge, skills, and abilities.
Experience should demonstrate the ability to:
- Review and process applications, permits, or related documents with attention to accuracy, completeness, and consistency.
- Interpret and apply established policies, procedures, and regulations to routine assignments with guidance.
- Communicate clearly and effectively with the public and coworkers, including explaining processes, requirements, and next steps in both written and verbal formats.
- Organize, prioritize, and manage multiple assignments simultaneously while meeting deadlines in a fast-paced environment.
- Utilize Microsoft Office Suite, including Excel, at a high level of proficiency to enter, analyze, and manage data, develop and maintain tracking tools, and support accurate and reliable reporting functions essential to the position.
- Review information, identify discrepancies, and follow up to ensure accuracy and completeness of records.
- Conduct basic research and gather information from a variety of sources to support assigned projects or tasks.
- Read and interpret maps, plans, or other visual materials, and apply that information to assigned work tasks.
- Work independently and as part of a team, maintaining effective working relationships with coworkers, other departments, and external stakeholders.
