Job Details And Qualifications
Clackamas County Health Centers is seeking an experienced, highly motivated individual to join the Health Centers Division's Behavioral Health Services team as a Spanish Bilingual Supported Employment Specialist. This position will assist clients in obtaining and sustaining meaningful employment that is consistent with their vocational goals and recovery. Our team supports employment and education for individuals with serious mental illness.
The Supported Employment Specialist (classified as a Job Development & Training Specialist) will provide employment and training opportunities to individuals with mental illness and/or substance use disorders; possess the ability to work independently in the field; create employer networks for the purpose of establishing program partners; develop and administer marketing programs and activities to enhance training and employment opportunities; partner with Vocational Rehabilitation in maximizing program compliance and satisfaction with area employers and partner agencies; and do other work as required. The goal of a Supported Employment Specialist is to assist clients in obtaining successful, long-term career path employment.
Successful candidates will be detail-oriented, able to communicate the value of work as a part of recovery for individuals with mental illness or substance use disorders and possess a solid understanding of severe and persistent mental illness (SPMI) and substance use disorders (SUD). They will demonstrate the ability to instill hope in others and have proven experience as a job developer, including building partnerships with the business community on behalf of clients.

WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday.
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

Health Centers-Behavioral Health provides licensure supervision to all regular status employees who have completed a Graduate degree in a behavioral health related field (social work, counseling, marriage and family therapy, etc.) and are actively pursuing a licensure in that field.
Group supervision is available for CADC hours for those on a CADC track.
Clackamas County’s Health Centers are Federally Qualified Health Centers.
There may be options for loan forgiveness while working with a government / public agency through programs such as the National Health Service Corps (NHSC) Loan Repayment Program or the Public Services Loan Forgiveness (PSLF) program.

Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of three (3) years of related experience and/or education that would provide the required knowledge and skills to perform the responsibilities of this position
- Must meet minimum qualifications as either a Qualified Mental Health Associate (QMHA), as defined by OAR 309-019-0125 (13), or as a Certified Peer Wellness Specialist (CPWS) under ORS 414.025.21.
- QMHA qualifications include: a bachelor’s degree in psychology, social work, or a behavioral sciences field; OR a combination of at least three (3) years of relevant work, education, training, or experience.
- CPWS qualifications include meeting criteria established by the Oregon Health Authority for peer wellness specialists, including training and responsibilities related to supporting individuals with mental health or substance use disorders through outreach, resource navigation, and recovery support.
- Fluency in Spanish/English (bilingual skills to be validated/tested at time of interview and/or selection).
- Must possess and maintain a Basic Life Support (BLS) certificate.
- Experience, education, and/or training in vocational, career, and/or employment counseling.
- Experience contacting/calling on businesses, employers, and/or community organizations making presentations to find employment opportunities for clients.
- Experience, education, and/or training with developing and locating employment opportunities for individuals diagnosed with SPMI and/or SUD.
- Experience developing customized employment and career plans (“job-carving”) with clients.
- Experience with Medicaid compliant charting and documentation, including the applicable laws, rules and regulations.
- Experience working with an Electronic Health Record (EHR).
- Must pass a post-offer, pre-employment drug test.
- Must pass a criminal history check which may include national or state fingerprint records check.
- Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license and possess and maintain an acceptable driving record throughout the course of employment.

- Provides Supported Employment and Education services ; assists clients in pursuing employment and educational opportunities based on their individual needs, interests, and goals.
- Assesses clients’ vocational and educational needs and works with clients to develop individualized employment and education plans; connects clients with resources such as benefits counseling, work-incentive planning, and vocational rehabilitation services.
- Develops and maintains collaborative relationships with employers and educational institutions; provides consultation and ongoing support related to workplace negotiations, job accommodations, school accommodations, and client success.
- Collaborates with treatment teams, social service providers, and community partners to integrate employment and educational goals into clients’ treatment plans; provides information, referrals, advocacy, and coordination of services.
- Maintains timely and accurate documentation in electronic health records in accordance with Oregon Administrative Rules, Medicaid and Medicare requirements, and Vocational Rehabilitation standards.
- Performs other duties as assigned.
