COMPENSATION


Annual Pay Range: $105,644.63 - $133,981.78

Hourly Pay Range: $50.790687 - $64.414319

Salary offers will be made within the posted pay range and will be based on the candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Senior Systems Project Analyst.

JOB DETAILS AND QUALIFICATIONS


Clackamas County’s Department of Technology Services is looking for a skilled PeopleSoft Senior Technical Developer to join our team and help support county operations.

In this role, you’ll do meaningful and engaging technical work that supports both county operations and the community. We offer a healthy work-life balance and long-term stability. As part of a collaborative and experienced PeopleSoft team, working to maintain and improve a variety of HR and Finance modules, support system integrations, and deliver lasting improvements for County services. We are looking for someone with hands-on development experience, solid technical skills, and an understanding of business processes in Human Resources, Finance, and Payroll. Just as important is your ability to collaborate across teams, communicate effectively, and bring a solutions-oriented mindset to complex technical challenges.

Required Minimum Qualifications/Transferrable Skills:*

  • Minimum seven (7) years of experience in advanced systems analysis and design supporting complex application systems with multiple sub-systems, programs, files, databases, and users
  • At least five (5) years of experience programming and troubleshooting with Oracle PeopleSoft technical tools (e.g., Application Designer, PeopleCode, SQR, Application Engine, BI Publisher, COBOL, etc.)
  • Experience across the full software development lifecycle, including administration, setup, and troubleshooting
  • Experience developing reports, data interfaces, and bolt-on applications, including integrations between PeopleSoft HCM and Finance systems, third-party providers, and cloud platforms
  • Experience developing and documenting technical and business requirements, processes, and user training materials
  • Experience supporting confidential, time-sensitive information
  • Experience providing production support, troubleshooting, and resolving PeopleSoft HCM and Finance system issues
  • Demonstrated knowledge of database management principles and techniques
  • Experience using SQL (Microsoft SQL Server or Oracle) for analysis, debugging, and development
  • Ability to work off-hours, including early/late shifts, scheduled upgrades, maintenance windows, on-call rotations, and emergency response as needed

Preferred Qualifications/Transferrable Skills:*

  • Bachelor’s degree in Computer Science or related field
  • Experience with FIT/GAP analysis and project management tools
  • Experience leading or coordinating technical projects with staff, vendors, or users
  • Experience with PeopleSoft architecture, administration, and performance troubleshooting
  • Experience with PeopleSoft upgrades and Selective Adoption processes
  • Experience with integration tools such as JSON, RESTful web services, or ETL methods
  • Experience with Java or other programming languages
  • Experience with SharePoint and Microsoft Power Platform
  • Experience with Crystal Reports
  • Familiarity with Oracle PeopleSoft Upgrade Manager
  • Ability to quickly learn new technologies and apply training to development work

WORK SCHEDULE


This position is included in the county’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This is not a remote work position. This position is eligible for hybrid on-site/telework, subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager at the time of offer. The incumbent will be expected to report on-site for in-person meetings, team collaboration, trainings, or other operational needs as determined by the department.

Telework locations cannot be located outside of Oregon or Washington. Telework from any other state is not allowed. Washington residents must perform 50% of their time on-site at Clackamas County.
