PURPOSE OF POSITION:
Under the direction of the Supervisor-Electric T&D, constructs, repairs, modifies, tests, and maintains electrical substations, underground networks power/communication, capacitor controllers, voltage regulators, and other related systems as assigned by management.
ESSENTIAL JOB FUNCTIONS:
- Construct electrical substations in their entirety or any phase of the construction process such as: digging trenches, building concrete forms, pouring and finishing concrete, erecting steel towers and structures, pulling and terminating all sizes and kinds of wire, installing equipment such as switchgear, power transformers, power circuit breakers, protective relaying systems, crushed rock, bus pipe, high voltage switches and operators, surge arresters, batteries and chargers, and any other equipment associated with electrical substations.
- Repair, test, modify, and perform preventive maintenance on all electrical substation equipment such as: switchgear, power transformers, power circuit breakers, high voltage switches, surge arresters, potential and current transformers, power cables, terminators, and any other equipment associated with electric substations.
- Construct, repair, test, modify, and perform preventive maintenance on all equipment associated with underground network system such as: High voltage switches, pad mounted switchgear, cable termination devices, concrete vaults, vault covers, and sump pumping equipment.
- Responsible for NERC 693 compliance testing and maintenance for substation batteries and chargers.
- Installation, commissioning, maintenance, and reclamation of SF6 gas and SF6 interrupting devices.
- Perform partial discharge testing and IR scans on substation equipment. Operate various test equipment such as power factor, megaohm, DLRO, SF6, and oil quality.
- Inspect, repair, troubleshoot, and diagnose load tap changer systems and components both vacuum and arcing designs.
- Set-up, repair, test, modify, and perform preventive maintenance on all mobile substation equipment. Setup, operate, and maintain oil drying and processing apparatus.
- Vacuum-fill power transformers and operate all the necessary equipment to pull the vacuum and filter the oil.
- Repair, test, modify, and perform preventive maintenance on capacitor banks and controllers, voltage regulators, and line re-closers.
- Install and repair communication systems such as metallic pairs or fiber optic cables.
- Safely operate all equipment necessary for the construction of an electrical substation such as: light trucks, bucket trucks, derrick trucks, backhoes, cranes, trenchers, skid steer, and any other equipment necessary.
- Perform metal fabrication, welding, cutting, torching, brazing, drilling, and operation of plasma cutting tools.
- Assist other departments within their capabilities and perform other related duties and functions as assigned by management.
QUALIFICATIONS:
Education and Experience:
- High school graduate or equivalent is required.
- Completion of, or be willing to successfully complete within a 24-month period, approximately twenty (20) semester hours of college level work in the electrical/electronic major area.
- A minimum of three years' experience as a journey level electrician in the construction and maintenance of substations OR four years' experience as a journey level electrician in the construction and maintenance of a power plant or heavy industrial plant is required.
- A minimum of three years' experience with electrical test instruments, personal computers, blueprints, and diagrams is required.
- Experience in welding and fabricating is preferred.
Licensing/Certification:
Must have a valid Missouri CDL, Class A including air brakes and tanker endorsement, OR:
a) The ability to obtain a Missouri Commercial Learner's Permit (CLP) within six weeks of employment AND
b) The ability to obtain a CDL, Class A including air brakes and tanker endorsement within six months of employment. This requires approximately 15 hours (total) classroom training and completion of behind-the-wheel training (hours to be determined) as required by City Utilities.

Working knowledge of:
- Functions applicable to electrical work, including electrical principles and the operation of electrical equipment.
- Procedures, practices, and equipment associated with an electric power system and good mechanical aptitude.
- Safe working practices as defined by industry and City Utilities' standards.
- Proficiency in the use of electrical hand tools.

- Analyze the characteristics of faulty equipment and systematically verify the nature of any malfunction.

Physical Requirements:
Requires constant standing and walking with a certain degree of freedom to vary routine. Must be able to lift heavy (at least 75 pound) loads. Must be able to work within the rated capacity of the Utility's aerial lifts, ladders, fall restraint devices, and/or other job-related equipment. Must be able to distinguish color coding of wires, or other materials required by essential job functions. Must be able to distinguish each color of the EIA/TIA 598-C "Optical Fiber Cable Color Coding" standard or latest version.
Working Conditions:
Works in substation switchgear, climbs steel structures, climbs extension ladders, works from aerial devices and while belted off. Works in underground vaults, confined spaces, power plants, and on occasion, assists in line construction. Works outside in all types of weather.
Safety Sensitive Position:
A safety-sensitive position involves the performance of duties which may have a direct and immediate impact on the safety of the public and other public employees. This is a safety sensitive position.
Miscellaneous Requirements:
Must be willing to work overtime during peak periods or emergencies in all types of weather and expected to work under pressure to meet various deadlines.
Subject to Department of Transportation's Drug and Alcohol Testing Program requirements.
Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear or staining.
Must wear appropriate Personal Protective Equipment.
Shift work and/or overtime may be required.
Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
Must be able to work successfully with diverse groups of people.
TESTING:
Testing may be required.
