Position Summary
The Deputy Business Administrator for Finance provides strategic leadership for the City's financial operations. This role ensures compliance with legal and regulatory standards, oversees accounting, payroll, and purchasing functions, and drives efficiency in financial reporting and budget preparation. The position supervises Finance Department staff and serves as a key advisor on fiscal policy and resource allocation.
Essential Functions
- Develop and implement financial policies, procedures, and internal controls to safeguard City assets.
- Oversee accounting operations, including general ledger, accounts receivable, accounts payable, and payroll.
- Ensure compliance with federal, state, and local financial regulations and reporting requirements.
- Prepare and manage the City's operating and capital budgets; provide technical assistance to departments.
- Act as purchasing agent for the City, ensuring cost-effective procurement and adherence to policies.
- Analyze financial data to support strategic decision-making and improve operational efficiency.
- Supervise Finance Department personnel, providing guidance, training, and performance evaluations.
- Coordinate annual audits and collaborate with external auditors to ensure accurate financial statements.
- Prepare reports for City leadership, regulatory agencies, and stakeholders as required.
- Perform other related duties as assigned.
Minimum Acceptable Training and Experience
- Bachelor's degree in accounting, Finance, Business Administration, or related field required
- Master's degree preferred.
- Minimum of seven (7) years of progressively responsible experience in governmental finance, including supervisory experience.
- CPA or equivalent certification highly desirable.
- Comprehensive knowledge of GAAP, governmental accounting standards, and financial management practices.
- Strong leadership, analytical, and communication skills.
Physical Demands & Environmental Factors
Work is primarily performed in an office environment with standard equipment. Requires ability to sit, stand, and use computer for extended periods.
High-level decision-making responsibilities; frequent deadlines; occasional extended hours during budget cycles.
City Administrative Offices.
All persons who become employed by the City on or after the effective date of this section (May 18, 2022) shall be or become residents of York County or any county contiguous to York County (Adams, Cumberland, Dauphin, Lancaster, Hartford, Baltimore, and Carroll Counties), within six (6) months from the first date the employee achieves permanent employment status.
