DISTINGUISHING FEATURES OF THE CLASS:

This is a professional administrative position with the responsibility for all human resource functions. The work includes administering the City's labor relations functions, affirmative action policies, employee benefits and development of programs in compliance with Federal and State regulations. An incumbent in this class has authority, control and direction over the Personnel Department and acts as the City's chief labor negotiator. General direction is received from administrative personnel. Direct supervision is exercised over assigned personnel. Does related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Serves as the City's chief labor negotiator in collective negotiations with municipal employees;
  • Develops, administers and communicates the compensation plan for managerial and unrepresented employees;
  • Formulates, administers and applies personnel policies, procedures and operations and coordinates employee benefit programs;
  • Confers with various City departments, agencies, bureaus and programs and evaluates recommended staffing needs and makes appropriate recommendations;
  • Acts as a consultant for a wide variety of employee/employer problems and maintains close working relationships with public and private agencies;
  • Administers affirmative action policies;
  • Advises all City departments, agencies and bureaus regarding personnel services of applicable laws, rules and regulations and labor contracts;
  • Responsible for the administration and communication of employee benefit programs including health insurance, life insurance, workers compensation, occupational safety and health, employee assistance programs and all other similar benefit programs;
  • Represents the City in various matters such as unemployment insurance claims, and other cases where the personnel policies of the City are challenged;
  • Administers recruitment and interviewing process for prospective employees;
  • Maintains all personnel records, reports and logs on present and past employees and administers employee benefit programs for present and retired employees;
  • Represents the City with other governmental agencies and professional organizations in matters pertaining to human resources.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

  • Thorough knowledge of the principles, practices, procedures and techniques of personnel management and collective negotiations;
  • Thorough knowledge of Federal, State, County and local laws, rules and procedures relative to personnel and labor relations functions;
  • Thorough knowledge of public administration pertaining to local governments; ability to communicate effectively both verbally and in writing;
  • Ability to establish and maintain effective working relationships with others; ability to supervise the work of others;
  • Ability to effectively deal with persons of diverse social, economic and ethnic backgrounds; ability to write tabular and narrative reports;
  • Skill in collective negotiating;
  • Integrity; tact; courtesy; initiative; resourcefulness; good judgment; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS: EITHER

A) Graduation from a regionally accredited or New York State registered graduate school with a Master's Degree and eight (8) years of management experience in human resource administration; or

B) Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor's and ten (10) years of experience as described in (A); or

C) Graduation from a regionally accredited or New York State registered two year college or university with an Associates Degree and twelve (l2) years of experience as described in (A) and (B); or

D) Graduation from high school or possession of a High School Equivalency Diploma and fourteen (14) years of experience as described in (A) through (C); or

E) An equivalent combination of education/training and experience as defined by the limits of (A) through (D).

CLASSIFICATION: NON COMPETITIVE

SALARY RANGE: $111,265 - $219,707
