GENERAL PURPOSE:

The Lakes Applicator I, II, and III career involves skilled, difficult work requiring judgment in the handling and application of aquatic herbicides in the City’s Lake Management Program. Work is reviewed through observation, adherence to policies and procedures, and review of results achieved and is performed under close supervision – the incumbent is assigned duties according to specified procedures and receives detailed instructions; work is checked frequently.

ESSENTIAL FUNCTIONS:

NOTE: The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position or to reasonably accommodate individuals with disabilities.

Assist with the implementation of aquatic plant control policies. This may include vegetation surveys, mixing and spraying of aquatic label and restricted use herbicides, calibrating and maintaining spray equipment, and documenting all activities.

Supervise helpers on spray projects. May include: providing assistance with reading and complying with herbicide labels, personal protective equipment use, and proper mix/load and application techniques.

Maintain City aquatic sites. May include: spraying, trimming, or weeding of City shorelines, ditches, and canals, collecting and planting native aquatic plants, floating weed removal, and trash collection.

Assist with water quality monitoring program. This may include the collection or analysis of water quality samples and the use of field meters to collect in situ data.

Perform other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

General knowledge of departmental and municipal rules, regulations, policies, and procedures.

General knowledge of safe work practices and procedures.

General knowledge of operation and routine maintenance of lightweight equipment.

Ability to swim well.

Ability to identify common emergent and floating leaf aquatic plants found in Central Florida.

Ability to perform mathematical calculations to determine area and dilution rates.

Ability to fill out herbicide use records.

Ability to answer questions from the public regarding the herbicide program.                           

Ability to operate a variety of boats including outboard motor-powered boats, canoes, and airboats.

Ability to establish and maintain effective working relationships with fellow employees, superiors, and the general public.

Possess good organizational written and verbal communication skills.

Ability to take instruction from supervisors and to get along with all co-workers.

Ability to communicate information tactfully and impartially and to use discretion and confidentiality.

Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Ability to understand and follow complex oral and written instructions.

 

This position is performed with general knowledge – the incumbent is generally familiar with the information contained in relevant source documents or a particular subject field and can seek additional resources for further information.

MINIMUM QUALIFICATIONS:

Lakes Applicator I:

High School Diploma or equivalent; supplemented by a minimum of one year of experience in the aquatic field.

Must be proficient in the following Equipment: Barge and Backpack sprayer. 

Must demonstrate knowledge of and willingness to use Ditch and shoreline applications and (PPE) personal protection equipment

 Lakes Applicator II:

Must have met all minimum requirements for a Lake Applicator I with at least 24 months of experience with the city of Winter Park. 

Must be proficient in the following additional Equipment: Jon Boat and Airboat

Must demonstrate knowledge of and willingness to open water-submerged applications. 

Must be experienced in Aquatic plant identification - Emergent/floating.

Lakes Applicator III:

Must have met all minimum requirements for a Lake Applicator II with at least 24 months of experience with the city of Winter Park. 

Must demonstrate proficiency in the planning of herbicide treatments in aquatic areas and the identification of submersed, floating, and emergent plant identification.

An equivalent combination of education, training, and experience, which provide the necessary knowledge, skills abilities, and certifications required for the position may be considered.  

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

Lakes Applicator I:

Must possess a valid State of Florida Driver’s license

Must possess a State of Florida (FDACS) Restricted Use Herbicide License Aquatics.

Must possess a State of Florida (FDEP) Erosion Control Inspector

Must possess certifications or immense skills in the following: Hose reel and High-pressure sprayer.

Lakes Applicator II and II

In addition to the above Certifications, training, and Special requirements. Must possess certifications and training in the Weedoo, Hose Reel, and High-Pressure sprayer.

NOTE:   All required certifications must be current at the time of application and maintained in an active state as a condition of continued employment.  

OTHER REQUIREMENTS:

Physical

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 25 pounds of force frequently, and up to 10 pounds of force constantly to lift, carry, push, pull, and reposition objects.

Ability to traverse a variety of city facilities/job sites/locations with or without reasonable accommodation.

Ability to remain stationary at job sites for extended periods of time and constantly operate related equipment for repairs/maintenance.

Ability to manipulate objects and demonstrate small, precise movements repetitively

Environmental

Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous herbicides/chemicals, etc. 

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one’s surroundings, and the ability to effectively communicate and exchange information with others.
