GENERAL PURPOSE:

The City Surveyor performs responsible civil engineering work requiring judgment in surveying, mapping, platting, and construction layout of engineering projects, under the supervision of the Director of Public Works. This position performs surveys, keeps accurate records of plat endorsements, and supports the City’s field construction efforts. This work is performed under general supervision – the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments; work is reviewed periodically for accuracy of results achieved with primary feedback given with final results.

ESSENTIAL FUNCTIONS:

Perform and maintain surveys of all City owned property.

Perform all vertical and horizontal survey in support of in-house civil design.

Produce CADD drawings for completed surveys.

Review plat, rights-of-way, and easement documents for private development

Provide construction layout to support City construction projects.

Compile field data by standard surveying procedures and translate data to finished plans for engineering projects.

Keep accurate records of all recorded plats, deeds, easements, and as-built plans filed with the City.

Produce as-built drawings following construction projects.

Prepare legal descriptions and maintain field survey records and notes.

Perform complex mathematical survey calculations and deed research for placement of R/W and property lines.

Maintain City’s benchmarks for reference points.

Establish and maintain lake water level gauges.

Review bathymetric surveys.

Perform other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Detailed knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.

Detailed knowledge of mathematics through trigonometry and plane geometry.

Detailed knowledge of legal principles and practices of surveying.

Detailed knowledge of civil engineering principles and practices.

Detailed knowledge of the types of tests performed on construction material and their application.

Skill and considerable experience using AUTOCAD and third party software to prepare surveys and construction drawings.

Skill in the use of mathematical tables required in professional engineering work.

Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).

Ability to maintain focus and flexibility with frequent interruptions; ability to follow up and monitor status of ongoing projects.

Ability to complete tasks in a timely manner, multi-task, organize work load, meet deadlines, follow-up and take tasks to completion.

Ability to operate surveying instruments and equipment.

Ability to read and interpret engineering plans and specifications.

Ability to perform moderately difficult technical computations and cost estimates.

Ability to read and interpret construction plans and specifications as well as “as-built” drawings.

Ability to perform strenuous work in all weather conditions.

Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.

Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.

Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Ability to understand and follow oral and written instructions and keep accurate records.

This position is performed with detailed knowledge – the incumbent has a thorough understanding of nearly all information in relevant source documents and is considered an expert in a particular subject field.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in a surveying and mapping degree program from a college or university recognized by the Board of Surveyors and Mappers, supplemented by a minimum of four years of experience in a professional surveyor, mapper, and engineering environment.

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

NOTE: All certifications must be current at the time of application, and must be maintained as a condition of continued employment.

Possess and maintain a valid State of Florida Driver’s License, Class E or higher.

Possess State of Florida registered land surveyor registration/certification, or obtain within six months of hire.

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.

OTHER REQUIREMENTS:

Physical

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 25 pounds of force frequently, and up to 10 pounds of force repetitively to lift, carry, push, pull, and reposition objects.

Ability to traverse about a variety of city facilities/jobsites, with or without reasonable accommodation.

Ability to ascend/descend stairs.

Ability to remain stationary at jobsites for extended periods of time and repetitively operate related equipment for repairs/maintenance.

Ability to manipulate objects and demonstrate small, precise movements repetitively.

Ability to position oneself to work in confined or difficult to reach spaces.

Environmental

Tasks may require infrequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.

Sensory
Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one’s surroundings, and the ability to effectively communicate and exchange information with others

Salary : $95,539 - $119,997
