Social Media Coordinator (Community Educator)- Field Operations

Under regular supervision, performs difficult professional and administrative work upon assignment from the Assistant Stormwater Director. Position is responsible for ensuring compliance with the City of Winston Salem’s National Pollutant Discharge Elimination System (NPDES) Stormwater Permit, specifically the two permit components of Public Education and Outreach and Public Involvement and Participation.

• Position is responsible for the evaluation, development, and implementation of educational and involvement activities that targets specific audiences of the population for improving water quality within local streams.   
• Creates, implements, completes, and tracks compliance measures and/or tasks to ensure permit requirements are obtained, which includes proper data recordation and cataloging for federal, state, or local governmental audit and annual reporting purposes.  
• Creates, if needed, and gives presentations to various groups, such as school-aged children, HOA’s, adults, elected local officials, and special interest groups.
• Coordinates and participates in the implementation of various city-sponsored events, such as Earth Day, Big Sweep, City of Winston-Salem University, and Forsyth Creek Week.  
• Works in collaborative efforts, as deemed necessary, with external and internal entities, including, but not limited to, other municipalities, Cooperative Extension, Keep Winston-Salem Beautiful, Department of Energy, Mineral and Land Resources, and the Piedmont Triad Council of Government.
• Responsible for implementing a wide array of other public education and involvement activities for ensuring compliance with the City’s NPDES permit.  Examples include, but not limited to, creating and/or overseeing the production of engaging social media content to targeted audiences as well as conventional forms of communication in congruency with the city's brand voice and messaging, ensure all social media activities comply with relevant local government regulations, policies, and accessibility guidelines, perform pre vs. post survey assessments for measuring heightened awareness, managing and updating the Stormwater Division’s website, conduct in-stream educational sessions (known as Creek Crawls), coordinating and soliciting public feedback regarding the City’s Stormwater Management Plan and NPDES permit, and completing a programmatic evaluation for continual improvement of outreach efforts.

Knowledge, Skills, Abilities
Ability to educate or interact with prevalent demographic populations within the City of Winston Salem, elected officials, internal and external professional staff; knowledge and ability to perform critical path management to meet compliance timelines and production schedules; excellent written and oral communication skills; ability to work in a dynamic and fast-paced environment with frequent, shifting task priorities with extended service hours, possess a creative and innovative approach for effectively conveying pollutant reduction messaging to tarted audiences, actively listen and follow objectives to successfully execute assigned tasks, a detail-oriented mindset for ensuring created educational material is accurate for public consumption, strong contract and sponsorship negotiation skills; possess problem-solving abilities and research methods, including data collection and analysis, knowledge of desktop publishing and other computer skills.

Education and Experience
Any combination of education and experience equivalent to a bachelor's degree in marketing and/or communications, public relations or administration, environmental science, or other similarly related field.

Physical Requirements:
This work requires the regular exertion of up to 35 pounds of force and the occasional exertion of up to 45 pounds of force for physical lifting, pulling, and pushing movements; work regularly requires sitting, speaking, or hearing, using hand to finger handle or feel and repetitive motions, frequently requires standing and walking, and occasionally requires stooping, squatting, kneeling, crouching, or crawling, reaching with hands and arms; work has standard vision requirements; vocal communication is required for expression or exchanging ideas by means of spoken word; hearing is required to perceive information at normal spoken work levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment, ability to maneuver and traverse adverse terrain and steep slopes, which includes ingress and egress of creeks while carrying 20 pounds of field equipment, and observing general surroundings and activities; work is generally in a moderately noisy location (business office, classroom, light traffic).

• Possession of a valid North Carolina driver's license
• Ability to operate a full-sized pickup truck, if needed
• Proficient with Microsoft Office, including Word, Excel, Teams, and PowerPoint.
• Requires after-hours work and presentations, including weekends and evenings with audiences ranging from Elected Officials to citizen groups, as needed
• Proficient in creating online surveys to gather data or soliciting public input
• Basic knowledge of Geographical Information Systems (GIS)
