What are the responsibilities and job description for the Senior Financial Analyst - Accounting position at City of Winston-Salem?

Performs complex professional work in the maintenance and preparation of complex financial records; performs difficult technical work in the areas of financial accounting and reporting and financial information and management systems within the Financial Management Services Department; completes related work as apparent or assigned. Work is performed under periodic general direction of the Accounting Services Manager or Controller.

  • Assists in the preparation of the Annual Comprehensive Financial Report and assists external auditors with review of the City’s financial records.
  • Prepares interim financial statements, annual financial statements, and projections related to the General Fund, Special Revenue Funds, Debt Service Fund, Pension Trust Funds, Bond and Capital Project Funds, Enterprise Funds, and Internal Service Funds in accordance with generally accepted accounting principles.
  • Coordinates the month-end close to ensure that the general ledger has complete and accurate data for monthly financial reporting.
  • Analyzes and reconciles subsidiary and general ledger accounts; prepares various complex reconciliations.
  • Identifies and defines accounting problems and recommends solutions
  • Prepares and records or approves general ledger adjusting entries.
  • Prepares and reconciles bond projects and requests reimbursements.
  • Prepares monthly revenue and expenditure statements.
  • Maintains general ledger for the City; establishes new funds and accounts.
  • Prepares or oversees a variety of complex financial reports and statements; prepares financial reports for outside agencies.
  • Reconciles and files required tax reports and returns.
  • Reconciles Bank Accounts
  • Oversees filing of required grant financial reports by city departments and ensures reports are supported by city financial records.
  • Prepares or reviews grant reimbursement requests.
  • Maintains the City’s internal service equipment leasing program and system; completes internal billings and reconciliations.
  • Assists with the implementation of GASB statements.
  • Accounts for the City’s capital assets including additions, disposals, depreciation, etc.
  • Provides assistance to City officials on financial or accounting related matters.
  • Analyzes data to assist management in determining underlying causes of financial results.
  • Documents accounting processes and makes recommendations for improvements
  • Participates in the analysis, evaluation, testing, and implementation of upgrades to financial ERP and systems that interface to financials.
  • Cross-trains and provides backup in other departmental responsibilities.
  • Advises peer and subordinate liaisons in other departments, as well as Finance, regarding accounting requirements.
  • Performs related tasks as required;
Education and Experience:
Bachelor's degree with coursework in Accounting or Finance, or related field with at least 24 hours of accounting coursework and a minimum of two years’ experience with accounting (preferably governmental) or equivalent combination of education and experience.
Knowledge, Skills and Abilities:
Knowledge of the policies and procedures of the City and the Department; knowledge of the laws, ordinances and regulations governing municipal financial matters; strong analytical and problem solving abilities, strong math skills, considerable accounting experience preferably with governmental or fund accounting proficiency with accounting and financial systems, reporting, and configuration; proficiency with Microsoft Office Suite and position specific software; ability to analyze, evaluate and implement financial systems, ability to think critically and suggest solutions; ability to establish effective working relationships with other officials, vendors and the general public; ability to express ideas clearly and concisely, orally and in writing.
Physical Requirements:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, using hands to finger, handle or feel and repetitive motions, frequently requires speaking or hearing and occasionally requires standing and reaching with hands and arms; long periods of sitting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work is generally in a moderately noisy location (e.g. business office, light traffic).

NC Certified Local Government Finance Officer Preferred.   

Salary : $75,444
