General Definition of Work
Performs complex skilled technical work including planning, designing, permitting, directing, scheduling, administering, and supervising the operation of a solid waste landfill and other solid waste facilities and programs. This position reports to the Solid Waste Operations Manager.

- Plans and supervises daily activities and services associated with the Solid Waste Management Facilities operated by the Winston-Salem/Forsyth County Utilities Department;
- Ensures that activities are in compliance with all NCDEQ state rules and regulations as well as Forsyth County landfill air quality regulations;
- Ensures all activities are in compliance with all safety rules and regulations;
- Interacts with regulatory agencies as needed;
- Tracks, records, and documents relevant operational data; analyzes data for efficiency and budgetary purposes; maintains operating record;
- Provides required information and technical assistance to the Solid Waste Operations Manager;
- Oversees the operation and monitoring of all environmental control and monitoring systems, including the landfill gas collection system, stormwater monitoring program, groundwater monitoring program, landfill gas monitoring program;
- Operates and maintains landfill GPS management system
- Prepares a variety of reports.
- Assists in public relation activities such as tours of all landfills;
- Assists in conducting training of required environmental and safety courses;
- Conducts investigations of public complaints of the Solid Waste management Facilities;
- Provides administrative oversight of assigned employees including, but not limited to, hiring, evaluations, and disciplinary actions;
- Coordinates, directs, oversees and/or interacts with third party vendors that assist with operational and project related functions at the solid waste facilities including contract management, procurement, budget tracking and contractor payments;
- Acts as Division lead in the absence of the Solid Waste Operations Manager;
- Performs other duties as required.
Knowledge, Skills and Abilities
Knowledge and experience in construction management, contract administration, stormwater and erosion and sediment control design principles and landfill design and permitting; thorough knowledge of computers and software; knowledge of modern land survey systems, methods, and techniques; knowledge of the environmental regulations, monitoring, and reporting requirements; ability to plan and oversee special projects; thorough knowledge of budgets and report preparation; comprehensive knowledge of permits associated with solid waste facilities, NPDES discharges and Title V air regulations. Ability to review bid specifications and documents to ensure compliance with laws and regulations; ability to assign and review work and activities of those assigned; ability to effectively work with employees, contractors, City, State, and Federal officials, and the general public; ability to prepare technical reports and communicate both orally and in writing.
Education and Experience
Bachelor’s degree with coursework in Environmental Sciences, Civil Engineering, or related field and experience in design, construction and maintenance of solid waste facilities or related large earthmoving type projects, dealing with the public, or equivalent combination of education and experience. Some prior supervisory experience preferred.

Special Requirements
- Valid driver’s license.
- Possess (or ability to obtain) a Manager of Landfill Operations (MOLO) certification within two years
- A NC Professional Engineer, Professional Geologist, or other relevant professional licensure or credentialing is preferred
