Position Title: Public Works Director (Appointed by Mayor)
Departments: Street & Drainage, Sanitation, Parks, Cemetery, Electrical and Maintenance Operations
Responsible To: Mayor
Primary Objective of the Position:
Working with other Department Heads and consulting engineers, this position is responsible for supervising the department heads and assisting with planning, directing and coordinating the work of the Water, Wastewater, Streets, Sanitation, Electrical, Parks and Cemetery Departments. The position will direct and supervise the foreman of the maintenance shop, vehicle and equipment maintenance and repair.
Major Areas of Responsibility:
Working with the City Engineer, develops short and long range plans for the Street/Drainage Department; determines project priorities.
Prioritizes schedules, assigns and monitors the work and use of equipment by crews; estimates time and cost necessary to complete projects.
Oversees construction and operations activities for Street/Drainage, Sanitation, Water, Wastewater, Parks and Cemetery Departments.
Develops and revises operations and maintenance plans and procedures.
Prepares the annual budget with Department Head for Street/Drainage, Water, Sewer, Electrical, Parks, Cemetery and Sanitation Departments and monitors expenditures under the current budget; approves orders and purchases materials and equipment; controls inventory and warehouse items and maintains inventory records as required.
Assists in the interview and recommendation for hire of department personnel.
Supervises, trains, evaluates, counsels and disciplines employees; resolves employee grievances.
Attends Council Meetings and committees meetings for public works.
Performs administrative duties, including writing reports and proposing ordinances and resolutions for policy changes.
Prepares and presents reports to the Mayor and City Council; confers with management and makes recommendations for improvements in the organization.
Serves as primary department representative with state and federal environmental regulatory agencies for the City.
Working with the City Engineer, evaluates Streets to detect necessary repairs and improvements, including ensuring that street signs are properly installed and maintained.
Resolves customer complaints.
Oversees construction of new facilities or capital improvement projects.
Maintains records to ensure compliance with plans and specifications; especially records of the landfill to ensure compliance with the restricted use site permit.
Coordinates operations and projects with other public works departments but does not supervise or direct the operations of the municipal electric utility.
Works with the Safety Director for the City; enforces safety practices and departmental policies; investigates accidents.
Oversee the drug-testing program for department personnel, completes reports and keeps records in the folders at the Finance Officer HR Dept.
Will attend such continuing education sessions as needed to stay current in the knowledge needed to perform such duties.
Manage public policy issues and prepares public notices for paper as needed. Use social media accounts, radio, and newspaper to properly communicate to the citizens of Winner about the happenings within the City.
Performs other related duties as assigned.
Inclement Weather:
When Inclement weather is predicted it will be the responsibility of the employee scheduled for work to make arrangements to be inside city limits.
The Public Works Department or Police Department may be able to pick up employees for work within the city limits based on need.
It is expected that the employee notifies their supervisor of any changes as soon as possible.
Knowledge/Qualifications Required by the Position:
Knowledge of local, state, and federal codes, acts, and policies concerning streets, storm water, landfill and construction activities.
Knowledge of safety procedures and personal protective equipment.
Knowledge of construction, maintenance and repair procedures and methods.
Knowledge of the operation and maintenance of a variety of equipment.
Knowledge of public administration and budget procedures.
Knowledge of city and departmental policies and procedures.
Skill in operating heavy equipment, loaders, backhoe, trenchers and other equipment used in the maintenance and construction is beneficial.
Skill in management and supervision of personnel.
Skill in reading maps and blueprints, preparing reports and doing research.
Skill in oral and written communication; operating office equipment as needed.
Ability to establish and maintain effective working relationships with other employees, the general public and to maintain confidentiality when required.
Supervisory Controls:
The Position meets daily with other department personnel and assigns work in terms of department goals and objectives. Work is reviewed through conferences, reports, and observation of department operations. This position has direct supervision over the personnel in the maintenance shop. The position supervises the Department Heads of Water, Wastewater, Street, Sanitation, Electric, Cemetery and Parks.
Physical Demands/Work Environment:
Work is performed at both an office location within the City Hall and outside the office. The employee may be exposed to high voltage, dust, dirt, grease, machinery with moving parts, and inclement weather. The position requires the use of safety and protective devices. A city vehicle will be provided to conduct inspections and other necessary duties of the position. Will be required to attend annual seminars that relate to the duties of this position.
Work consists of varied administrative and technical duties. Work is typically performed while intermittently sitting, standing, bending, crouching or stooping. The employee must occasionally lift light or heavy objects, climb ladders, use tools or equipment requiring a high degree of dexterity, and be able to distinguish between shades of color.
Type of Supervision/Evaluation Received
A bi-annual performance review and discussion of this agreement will be conducted by the Mayor and Committees with jurisdiction over this position and reviewed with the employee.
Minimum Qualifications:
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with three to five years’ experience.

Demonstrated personal and professional honesty, integrity, and good judgment as shown in records including but not limited to candidate’s criminal history, background, and motor vehicle record.
