The hiring range for this position is $94,635.28 (minimum salary) to $130,327.17 (midpoint of range) dependent upon qualifications.

The purpose of this position is to managing the daily operation, maintenance, and laboratory activities of two water treatment plants and all related facilities, including dams, reservoirs, elevated storage tanks, and pumping stations. Successful performance provides safe drinking water for city residents and visitors.

The work consists of varied administrative and technical duties. The need to respond to emergency situations contributes to the complexity of the position.

Major Duties

  • Ensures that the plant operations and water treatment processes comply with all federal and state regulations.
  • Oversees all division personnel matters, including hiring, training, scheduling,evaluating and disciplining personnel.
  • Establishes, reviews, and updates procedures for both water treatment facilities; prepares all external and internal memos or letters; approves purchase requests, requests for payment, or other accounts receivable / accounts payable issues.
  • Prepares annual division budget request; monitors all spending activity.
  • Conducts annual and quarterly bids for purchase of water treatment chemicals.
  • Prepares and reviews periodic reports required by federal and state agencies; prepares studies and reports for the city's water program and makes recommendations for improvement; reviews Monthly Operating Report and Fluoride Report; completes Annual Statistical Report.
  • Represents the division in meetings with the public, engineers, contractors, and other government agencies; conducts tours of the facilities for school groups, civic organizations, and others.
  • Meets with technical representatives and vendors; meets with representatives of engineering firms to review specifications and blueprints, conduct project planning, and give input for long and short term planning.
  • Reviews and responds to all residential, industrial, and commercial inquiries and complaints; investigates any reported chemical spills that could possibly contaminate the water supply.
  • Plans for short and long range water treatment needs.
  • Attends seminars and meetings held by federal and state agencies.
  • Performs other related duties as assigned.

Guidelines

  • Guidelines include federal, state and local regulations, including the Safe Drinking Water Act, the rules governing public water systems and rules governing water treatment facility operators, city policies, and standard operating procedures for the Water Treatment Division. These guidelines require judgment, selection, and interpretation in application.

Supervisory/Management Responsibility

  • The position has direct supervision over Water Treatment Maintenance Supervisor (1), Laboratory Manager (1), Lead Water Treatment Plant Operator (4), Water Treatment Plant Operator (6), Water Treatment Plant Mechanic (4), and Water Resources Technician (1)

Education/Experience Requirements

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.

Knowledge Requirements

  • Knowledge of city and department policies and procedures.
  • Knowledge of the principles, procedures, and techniques used in the treatment, storage, and pumping of water.
  • Knowledge of chemical, physical, and bacteriological analyses of water.
  • Knowledge of the operation and maintenance of the equipment used in water treatment.
  • Knowledge of federal, state, and local laws, ordinances, and regulations related to water treatment and laboratory analysis.
  • Knowledge of accounting practices and budget preparation.
  • Skill in planning, organizing, and prioritizing work.
  • Skill in performing mathematical computations.
  • Skill in the supervision of personnel.
  • Skill in the use of a computer.
  • Skill in oral and written communication.
  • The work is typically performed in an office and at water treatment plants, while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching.
  • The work may be performed outdoors and occasionally in cold or inclement weather.
  • The work is performed in a very noisy place and the employee is exposed to much dust, dirt, grease, machinery with moving parts, and irritating chemicals.
  • The work requires the use of protective devices such as masks, goggles, or gloves.
  • The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.
