BRIEF DESCRIPTION:
The Risk and Safety Specialist for the City of Wichita Falls plays a key role in promoting a safe, compliant, and well-managed workplace. This position administers and supports the City’s risk management programs, including the Drug and Alcohol-Free Workplace Program, employee safety and compliance training, Workers’ Compensation, and Property and General Liability claims. The specialist conducts and coordinates accident and incident investigations, identifies potential risks, and develops strategies to prevent future occurrences.
In this role, the specialist collaborates closely with departments across the City to ensure adherence to safety standards and regulatory requirements. They analyze trends, recommend corrective actions, and help foster a proactive safety culture that protects City employees, property, and resources while minimizing financial and operational risk.

# Code Essential Functions
1 L Regular and reliable attendance in compliance with given schedules is a mandatory requirement of this position. Schedules may be subject to change with or without advance notice
2 L Oversees the City’s risk management activities, including Property and General Liability claims, ensuring timely reporting, documentation, and resolution in coordination with departments, insurers, and legal counsel.
3 S Coordinates all aspects of Workers’ Compensation claims while maintaining compliance with state and City policies.
4 L Develops, schedules, and delivers safety-related training and education programs for City employees to promote awareness, regulatory compliance, and a culture of workplace safety.
5 L Investigates employee and public accidents, incidents, and near-misses as needed both during business hours and after hours to determine root causes, document findings, and recommend preventive measures to reduce future risks. On-call rotation is one week approximately every 5-6 weeks.
6 L Manages city insurance policies and bonds by preparing bid specifications or requests for proposals, reviewing and updating insurance requirements and property values, procuring bonds for city officials, reviewing information received, recommending successful vendors and processing premium payments and claims.
7 L Facilitates Accident review programs by setting and distributing meeting schedules, facilitating regular meetings, assembling packets, coordinating training, providing safety training information to employees, and distributing meeting results.
8 L Assists in Civil Service Testing and other Human Resource projects during the normally scheduled work hours and after hours/weekends/holidays as needed.

MINIMUM JOB REQUIREMENTS:
Experience-Related Requirements Over one year and up to and including two years.
Vocational/ Educational Preparation Requires Bachelor's degree or education and training equivalent to four years of college education in business, liberal arts, or any field other than engineering or the hard sciences.
