DEFINITION:

Under general supervision, performs a variety of advanced paraprofessional engineering work; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS:

The Senior Engineering Technician is the advanced journey level in the paraprofessional engineering series. Incumbents perform skilled tasks that require thorough understanding of basic civil engineering principles and practices for successful performance. This classification is distinguished from the next higher classification of Civil Engineering Assistant in that the latter works at the professional civil engineering level providing technical supervision and direction for the City's capital improvement projects

SUPERVISION RECEIVED/EXERCISED:

Receives general supervision from the Senior Civil Engineer and/or Assistant Director of Public Works. Exercises technical and functional supervision over training personnel.ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Performs technical review of public works projects to ensure compliance with City imposed development conditions and municipal code provisions.

• Participates in the preparation, filing, and retrieval of a variety of engineering maps, documents, records, and drawings; checks plans for compliance with established standards; performs calculations and makes corrections; performs related field inspections.

• Prepares plans and specifications for the construction of a variety of public works projects; researches project design requirements; prepares estimates of time and material costs.

• Researches and provides assistance on a wide variety of engineering data; performs title searches; researches rights-of-way and easements based on legal descriptions; prepares and interprets legal descriptions.

• Makes field checks of project sites or survey area to verify survey results or features; prepares reports detailing tests conducted and results; drafts and calculates field notes to document quantities, alignment, grade, and locations according to project plans or to document monthly and final progress estimates; surveys project sites to obtain and analyze topographical details of sites.

• Responds to inquiries from developers, contractors, and the general public regarding City requirements relative to the construction, alteration and maintenance of civil engineering facilities.

• Establishes positive working relationships with representatives of community organizations, State/local agencies, City management and staff, and the public.

OTHER DUTIES: (include but are not limited to the following)

• Attends staff meetings regarding public works and development matters.

• Drafts City Council agenda reports as required and submits for review.

• Assists in coordinating office and field engineering tasks with other City departments and outside agencies.

• May be exposed to confidential and privileged information during the course of duties, which should be maintained as such.

• Performs other related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required. Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold.

Education and/or Experience:

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Senior Engineering Technician. A typical way of obtaining the required qualifications is to possess the equivalent of three years of increasingly responsible experience in para-professional engineering work, and a high school diploma or equivalent, supplemented by completion of courses in engineering and mathematics.

License/Certificate:

Possession of, or ability to obtain, a valid Class C California driver's license.


KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS's necessary to perform essential duties of the position.)

Knowledge of:

Drafting and civil engineering computations; nomenclature, symbols, methods, practices techniques, and instruments used in engineering and mapping; basic civil engineering principles and practices; surveying equipment, principles, problems, techniques, and practices; basic mathematics, including algebra, geometry, and trigonometry; methods and materials used in the construction of public works facilities; policies and regulations governing the construction, extension, and maintenance of capital improvement projects, public works systems, and facilities; methods and techniques of estimating costs; applicable Federal, State and local laws, codes, and regulations; methods and techniques of scheduling work assignments; modern office procedures, practices, methods, and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation; proper English, spelling, and grammar; occupational hazards and standard safety practices.

Ability to:

Perform technical research and provide information on engineering matters; perform complex engineering calculations; collect and compile statistical data for traffic engineering purposes; prepare complete plans and estimates of routine public works and utility projects; work closely and cooperatively with contractors, the public, and other City departments; interpret, explain, and apply applicable laws, codes, and regulations; read, interpret, and record data accurately; organize, prioritize, and follow up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

Skill to:

Operate an office computer and a variety of word processing, drafting tools, and software applications.Medical: Applicants will be required as a prerequisite to employment to successfully pass a physical examination, including a drug screen, the cost of which will be paid by the City.
