Overview

Join the City of Wewoka’s leadership team as the City Clerk/Director of Finance, a key dual-role position combining municipal administration, records management, regulatory compliance, and financial oversight.

This position is responsible for maintaining the City’s official records, supporting City Council operations, ensuring compliance with applicable laws, and directing the City’s accounting, budgeting, financial reporting, payroll, purchasing, and audit functions.

The ideal candidate will bring formal education or professional training in accounting or finance, along with extensive experience in accounting, financial management, budgeting, and internal controls. This position requires a high level of integrity, accuracy, confidentiality, professionalism, and accountability.

Duties

  • Lead the preparation, administration, monitoring, and amendment of the City’s annual operating budget in coordination with the City Manager and department directors.
  • Oversee the City’s accounting and financial operations, including general ledger activity, accounts payable, accounts receivable, payroll reconciliation, purchasing, cash management, and financial reporting.
  • Ensure that municipal accounting records are accurate, complete, properly reconciled, and maintained in accordance with generally accepted accounting principles and applicable governmental accounting standards.
  • Prepare and present clear financial reports, budget updates, revenue and expenditure analyses, cash reports, and financial projections to the City Manager, City Council, auditors, and other stakeholders.
  • Coordinate the City’s annual financial audit and work with auditors, consultants, and financial professionals to provide requested documentation and implement recommended improvements.
  • Develop and maintain effective internal controls, financial procedures, and safeguards for the responsible management of public funds.
  • Monitor compliance with local, state, and federal financial reporting requirements, grant requirements, purchasing procedures, and applicable municipal laws.
  • Prepare and coordinate City Council agendas, meeting packets, notices, minutes, resolutions, ordinances, and other official documents.
  • Maintain custody of official municipal records, contracts, ordinances, resolutions, meeting records, and the City Seal.
  • Process open records requests and assist with compliance under the Oklahoma Open Meetings Act and Oklahoma Open Records Act.
  • Coordinate required legal publications, public notices, records retention, municipal elections, and oaths of office.
  • Provide professional assistance and information to elected officials, employees, auditors, citizens, vendors, and members of the public.
  • Supervise or provide direction to finance, payroll, utility billing, court, or administrative staff as assigned.
  • Perform other related duties necessary to support the effective financial and administrative operations of the City.

Skills

  • Formal education, training, or professional background in accounting, finance, business administration, public administration, or a closely related field.
  • Extensive professional experience in accounting, budgeting, financial management, auditing, or governmental finance.
  • Strong knowledge of general ledger accounting, account reconciliation, accounts payable, accounts receivable, payroll, cash management, budgeting, forecasting, and financial reporting.
  • Knowledge of governmental accounting principles, fund accounting, internal controls, and public-sector financial practices is strongly preferred.
  • Ability to analyze financial information, identify discrepancies, develop projections, and communicate financial results clearly.
  • Advanced proficiency with Microsoft Excel and experience using accounting, payroll, budgeting, and financial management software.
  • Strong written communication skills and the ability to prepare accurate minutes, reports, official correspondence, policies, and public records.
  • Excellent organizational and time-management skills, with the ability to manage multiple priorities, deadlines, and confidential matters.
  • Demonstrated integrity, sound judgment, professionalism, discretion, and commitment to public service.
  • Ability to work effectively with elected officials, department directors, employees, auditors, vendors, and members of the public.
  • Municipal government, public-sector accounting, audit preparation, grants management, or records-management experience is highly desirable.

Pay: $50,000.00 - $60,000.00 per year
