POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

The Fiber Optics Network Engineer is responsible for planning, developing, and managing the City’s fiber optic communication infrastructure networks. This role includes preparing and reviewing comprehensive plans, project proposals, contracts, and technical specifications. Key responsibilities involve managing capital improvement projects, coordinating permitting activities, working with consultants, and administering procurement and contracting processes.

The incumbent also contributes to network planning, and supports field personnel with maintenance, replacement, and renewal of fiber optic infrastructure. The position requires extensive collaboration with City staff, consultants, regulatory agencies, engineers, developers, utility providers, boards and commissions, and contractors. Additionally, the Fiber Optics Network Engineer manages service agreements and leases related to the City’s fiber optic assets.

This position is authorized as a temporary, up to three (3)-year, full-time, benefited position, working in-office or in-field, Monday through Friday from 8:00 a.m. to 5:00 p.m. The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

Job Specific Functions2. Collaborate with City utility operators and other City staff as well as other users of the fiber optic network on the integration, installation, and use of fiber optic network to support city operations, Supervisory Control and Data Acquisition (SCADA), radio communications, traffic, and other public service providers3. Maintain comprehensive diagrams and maps of the City’s fiber infrastructure4. Maintains regular and punctual attendance

  • Maintain and monitor the City’s fiber infrastructure:
  • Plans, supervises, and participates in the design, construction, installation, maintenance, and repair of the City’s fiber optic network
  • Responsible for and assists staff in analysis and diagnosis of problems, troubleshooting equipment, and system failures
  • Coordinates response to emergency repairs
  • Develops site plans for significant construction and maintenance activities
  • Monitors inventory for equipment and materials needed to meet project goals
  • Ensure telecommunications services, systems, components, processes and procedures comply with and are aligned to policies, standards and enterprise technology direction
  • Works closely with the network staff in the Information Technology Department for daily fiber network operations and long-term planning
  • Conducts network modeling and analysis to plan, construct and operate a redundant, reliable, high-performance, and secure fiber optic network serving the City needs as well as City wide utilities, radio communications, emergency dispatch, transit and other critical public service providers
  • Provides recommendations to department staff on budgets and projects
  • Works closely with third party vendors or contractors during the installation or maintenance of the City’s fiber infrastructure
  • Responsible for creating and updating documentation and as constructed drawings of the fiber network using design software, database software and other technical tools

Required

  • Bachelor of Science in Electrical Engineering, Information Technology, Civil Engineering, or a related field
  • Minimum of four (4) years of direct experience in fiber optic infrastructure construction and maintenance
  • Two (2) years of experience in database management and asset inventory tracking for fiber optic infrastructure or similar communications infrastructure
  • Familiar with construction best practices focused on fiber builds
  • A solid understanding of industry-standard protocols and equipment
  • Proven experience in fiber optics installation, troubleshooting, and maintenance obtained through hands-on job experience and training programs
  • Maintain valid driver’s license and safe driving record for continued employment
  • Ability to pass the FBI Criminal Justice Information Services (CJIS) background check and fingerprinting

Preferred:

  • Two (2) years of direct experience in fiber optic infrastructure construction and maintenance in a lead or supervisory role
  • Certification from recognized institutions such as the Fiber Optic Association (FOA) or similar certifying agencies

An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to successfully perform the essential functions of the job will be considered

Physical Requirements

Position is a combination of both office and field work and requires sufficient physical stamina and strength for:

  • Ability to lift and carry equipment and tools up to 75 pounds
  • Comfortable working in confined spaces (e.g., handholes, manholes, utility vaults)
  • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
  • Capable of working at heights, including on ladders, rooftops, towers, and utility poles
  • Comfortable working outdoors in various weather conditions (heat, cold, rain, etc.)
  • Ability to operate and transport testing and splicing equipment
  • Prolonged periods sitting at a desk or workstation using computers and design software
  • Ability to use a keyboard, mouse, and other standard office equipment for extended periods

WORKING CONDITIONS

The Fiber Optic Engineer operates in a hybrid work environment that includes both office-based and field-based responsibilities. In office, the engineer is responsible for designing network layouts, preparing technical documentation, conducting performance analyses, and coordinating with cross-functional teams to support the planning and execution of fiber optic projects. This portion of the role involves the use of specialized software tools and adherence to industry standards and project timelines.

Field work involves on-site inspections, fiber splicing, signal testing, troubleshooting, and supervising installations to ensure compliance with technical specifications and safety regulations.

Engineers may be required to travel to various locations, including urban and remote areas, and work in diverse environmental conditions. This role demands strong analytical skills, adaptability, and a commitment to maintaining high-quality network performance across all stages of deployment and maintenance.

Required Materials And Equipment

Personal computers, keyboards, Cisco switches, Cisco Firewalls, routers, access points, Nessus, Snort, DNS, LAN/WAN analyzer, telephones, pagers, fax machines, and other standard office equipment.

Benefit Package

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

401(a) Contribution Rates

Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.

Employer Contribution: 12% of your base pay.

  • 4 to 5 years - 80%
