The City maintains a safe drinking water system comprised of approximately 550 miles of pipe including many appurtenances such as valves, hydrants, and meters. All employees in the Utilities Operations Division function under the direction of the Operator in Responsible Charge (ORC) and supports all functions in all regulated Operating Plans in Utilities. The Utilities Specialist I/II - is a skilled position in Utility Systems Field Operations and repair, which primarily involves responsibility for the safe and efficient operation of the City of Westminster’s utilities systems. The incumbent’s core responsibility in the Construction Meter Program is the proper management of the program assuring all water used for construction is metered and the proper cross connection control is in place protecting the City’s safe drinking water system. This individual will also assure compliance with City Code, City Service Rules, and state regulations under direction of the Utilities Specialist III on the Meter team. This position requires high public contact in all types of situations. 

Operating Hours are Monday through Thursday from 6:30 a.m. to 5:00 p.m. It is a mandatory requirement of this position to work overtime, take weekend duty and be on call for emergency work such as water breaks, sewer backups and snow removal. Applicants must be able to respond to the City of Westminster Municipal Service Center within 30-45 minutes when on call, including in inclement weather. This is a safety sensitive position subject to federally mandated random drug and alcohol testing.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Essential Job Functions, Duties, Responsibilities and Tasks
  1. Performs preventative maintenance and repair on utility systems based on established program guidelines, CIS or Cityworks software programs, and customer requests and inquiries through Utility Billing, including:
    • Maintaining storage tanks, controls, and other equipment
    • Coordinating small and large meter repair
    • Performing meter testing, reading and utility customer shut-offs and turn-ons
    • Maintaining meter pits
  2. May act as a lead worker over a small group of employees to accomplish specific tasks, organize projects, train staff, and provide staff feedback
  3. Administers Large Meter Program to maintain accuracy of water meters in compliance with industry standards and regulations, including:
    • Assisting the Utilities Supervisor in the planning for assigned projects regarding water meter testing and rebuilding water meter vaults
    • Performing necessary field tests and shop bench testing to verify compliance and quality assurance with technical standards
    • Assisting with parts ordering and inventory
    • Working independently on field inspection and making decisions exercising technical judgment, taking remedial action when needed
    • Assisting in reviewing, and approving City specifications and standards for the water distribution system
    • Consulting with supervisor on unusual or difficult cases
    • Interpreting and explaining ordinances, codes, regulations, and policies to contractors, homeowners, and other interested parties
    • Investigating and answering requests, suggestions, and complaints from superiors and citizens
    • Coordinating activities with other departments and divisions to ensure that compliance with all applicable City standards and specifications are met
  4. Responsible to effectively communicate both verbally and in writing, while providing appropriate customer service and interaction, including:
    • Participating in City programs, task forces, peer groups, and professional organizations
    • Using appropriate oral and written communication to provide customer service and explanation of activities
    • Maintaining appropriate courtesy while with the public
    • Mediating disputes
    • Presenting a professional appearance and demeanor
    • Preparing and submitting effective written reports, memos, activity logs, etc., to all levels of the organization
    • Demonstrating effective oral communication skills with the public and other members of the department

  5. Operate light to heavy equipment and machinery used in utilities operations, such as backhoe, high-pressure sewer cleaners, sewer television van, forklifts, loaders, tandem axle dump trucks with a plow, crane truck, and other similar equipment. May also operate electrical test equipment, diesel-powered electrical generators, basic hand and shop tools, saws, welders, cherry pickers or overhead cranes, forklifts, boom trucks, dump trucks, shovels
  6. Perform a wide variety of physical labor duties in connection with construction, maintenance and repair under both routine and emergency conditions, including repairing sewer and water line breaks
  7. Maintain a Class A CDL with tanker endorsement, a DOT physical card, a valid driver’s license, and a safe driving record
  8. Perform CPR and basic first aid
  9. Maintain regular and punctual attendance
Other Duties and Responsibilities
  1. May lead or direct small groups of employees
  2. Assist in preparation of staff reports, agenda memos, and special letters and reports
  3. Will be required to perform duties from other primary assignment areas, including but not limited to, the Distribution Maintenance Crew, Distribution Construction Crew, Wastewater Maintenance Crew, Reclaimed Water Crew, Infrastructure Asset Management Team, and the Street Division on snow removal
Incumbent can progress from Utilities Specialist I to Utilities Specialist II at the request of their immediate supervisor and only upon the receipt of a State of Colorado Class 3 Distribution State Certification. 
Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City’s discretion.Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required:
  • Graduation from high school or completion of GED
  • Must possess a valid driver’s License, provide proof of a safe driving record, and maintain a safe driving record for continued employment
  • Minimum two (2) years of experience in utilities operations: water distribution (preferred) or wastewater collections field operations
  • Minimum three (3) years of experience in the operation of a wide variety of light and heavy equipment used in utilities construction and maintenance work
  • Must currently possess State of Colorado Class 1 Distribution Certification with the ability to obtain a Class 2 Distribution Certification within 12 months of hire
  • Incumbent can progress from Utilities Specialist I to Utilities Specialist II at the request of their immediate supervisor and only upon the receipt of a State of Colorado Class 3 Distribution State Certification
  • Experience with confined space entry, gas detection, Asbestos, cement pipe awareness, and flagger training
  • Experience in the maintenance of water metering systems, the operation of light equipment used in construction or maintenance work, and water distribution maintenance techniques
  • Must be able to obtain a Commercial Driver License within 90 days of employment with the following endorsements: Air Brakes, Tanker, and Combination Vehicle/Class A License (Note: training and testing paid for by the City of Westminster)
  • Must be able to pass a DOT (Department of Transportation) physical upon hire and then every two (2) years after that
  • Must be able to obtain an ABPA Backflow Tester Certification within 12 months of hire
Preferred:
  • CPR/first aid knowledge
  • Three (3) or more years of experience in the operations and maintenance of water distribution and water metering systems
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements
The position is physical in nature and requires sufficient physical strength and stamina to:
  • Constantly sit to perform daily office tasks, drive to work sites, and stand on all types of terrain; frequently walk over uneven terrain to perform field work
  • Frequently squat, bend, and kneel to perform maintenance on water systems and hydrants; work in all weather conditions; balance, reach overhead and below shoulder, and twisting to perform daily maintenance duties
  • Work in confined spaces to perform inspections and maintenance
  • Frequent light/firm grasp and handling to operate office equipment and safely use heavy repair tools; constant fine manipulation to perform repairs and daily tasks
  • Constant stepping up/down to enter and exit vehicles, and climb stairs and ladders; constant actuate mechanism to safely operate vehicles, including standard transmission
  • Normal vision and hearing are needed to perform inspections, office tasks, and observe work area for potential hazards
  • Frequently lift and carry up to 100 pounds twenty (20) feet to move supplies and bags of concrete to work sites; occasionally lift 120 pounds to remove manhole covers from ground level; occasionally pushing/pulling up to 100 pounds of material and tools; occasionally pushing/pulling greater than 100 pounds to move crates

WORKING CONDITIONS
Work is performed indoors and outdoors and with constant exposure to extreme temperatures. Work is performed year-round with exposure to confined spaces, chemicals, fumes, methane gas with limited ventilation, and human and medical waste products also exist.

May also operate electrical test equipment, diesel-powered electrical generators, basic hand and shop tools, saws, welders, cherry pickers or overhead cranes, forklifts, boom trucks, dump trucks, backhoes, shovels, and two-way radios. Personal computers, telephones, adding machines, and other basic office equipment.
