JOB SUMMARY

Under the direction and supervision of the Patrol Division Commander or designee, this position performs inspections of all properties located within the corporate limits of the City for violations of city, local, and state codes. Typical inspections would be property maintenance, abandoned property, signs, occupational and vending machine licenses.

 

ESSENTIAL JOB FUNCTIONS

  • Performs inspections of all properties located within the corporate limits of the City for any violations of city, local and state codes.
  • Secures evidence of Code violations and report such violations and the actions to correct or the failure to correct to the proper authority.
  • Investigates complaints referred to this department for violations and takes the action necessary to insure correction.
  • Inspects the placement of mobile signs and banners, insuring they are placed as permitted and that they are removed promptly upon expiration of permit.
  • Attends all Code Enforcement Board meetings, provides evidence and/or testimony as necessary for individual cases before the Board.
  • Serves those orders directed by the Code Enforcement Board upon the respective parties in accordance with prescribed law.
  • Contacts individuals to advise them of ordinances, both new and existing, where a violation exists or to answer questions as to what is allowed.
  • Prepares letters, notice to comply, and summons to those not complying.
  • Maintains complete files of all violations, both open and closed.
  • Processes code violation cases within the department data systems.  
  • Performs other related job duties as assigned.

 

QUALIFICATIONS

Education and Experience:

  • High school diploma or equivalent; two (2) years of field enforcement experience in criminal justice, occupational license, sanitation, health, zoning, or engineering laws; or an equivalent combination of education and experience. 

Special Qualifications:

  1. Valid Florida Driver's license with acceptable driving record.
  2. Code Enforcement certification preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of state and local building codes and regulations.
  • Knowledge of building inspection policies and procedures.
  • Skill in effective communication both verbally and in writing.
  • Skill in the use of computers and applicable software programs.
  • Ability to understand and interpret complex written and oral instructions.
  • Ability to establish and maintain effective working relationships with associates, City Staff members, and the general public.
  • Ability to operate various office equipment such as, but not limited to, computer, copier, multi-line telephone.
  • Ability to move about on all types of terrain.
  • Ability to lift and remove illegally placed signs weighing up to 20 pounds.
  • Ability to read and interpret City Codes.

 

PHYSICAL DEMANDS

The work is medium work, which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity. Additionally, the following physical abilities may be required:

  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Reaching: Extending hand(s) and arm(s) in any direction.

                       

WORK ENVIRONMENT

Work is typically performed in an office and outdoors in varying work sites, where the employee is exposed to dust, dirt, and occasional inclement weather.
