Under general direction, the Payroll Analyst plans, coordinates, and administers the full scope of the citywide payroll operations. This role is responsible for ensuring timely, accurate, and compliant payroll processing; managing system configuration; interpreting MOUs and labor provisions; overseeing compliance reporting (e.g., CalPERS, IRS, ACA); and responding to audits. The Payroll Analyst exercises advanced technical expertise, judgement, and discretion and may supervise or train payroll support staff.ESSENTIAL FUNCTIONS

- Oversee, audit, and process bi-weekly payroll for all City employees.
- Coordinate citywide payroll functions, including position control and labor costing in ERP system.
- Reviews and verifies time records in electronic payroll timekeeping system prior to porting into ERP system and audits documents for completeness, accuracy and compliance with collective bargaining agreements, policies and procedures, regulations, and FLSA.
- Reviews and verifies the calculations of variety of payroll actions, including but not limited to, new hire, set-up, overtime hours, salary adjustments, incentive and/or premium pay, retroactive pay, benefit withholdings, wage garnishments, withholding changes, and final paychecks based on appropriate provisions.
- Manage payroll system configurations and updates; ensure proper alignment with CalPERS, collective bargaining agreements, or established by government regulations.
- Manage electronic payroll timekeeping system is properly configured to process time records in accordance with collective bargaining agreements, policies and procedures, regulations, and FLSA.
- Analyzes, interprets and applies new and updated rules from outside regulatory agencies and Personnel Rules and Regulations, policies, salary resolutions and Memoranda of Understanding (MOU) as they relate to employee compensation and benefits.
- Monitor and implement changes in payroll-related legislation and policies.
- Interpret and apply policies, rules, and regulations and responds to inquires relating to payroll, assist with individual payroll calculations and payroll related inquires.
- Researches, analyzes, and resolves technical and/or payroll related problems or questions.
- Assist during the audit process by providing documents, reports, and other payroll related items upon request; implements procedural changes recommended by auditor.
- Analyze, reconcile, and audit payroll accounts; ensure accurate posting to General Ledger.
- Track and apply vacation accruals tied to employee anniversary dates in accordance with collective bargaining agreements.
- Prepares projections for total compensation costs for budget preparation, collective bargaining, and other requests.
- Collaborate with Human Resources on personnel actions impacting payroll.
- Train and support timekeepers and City staff on payroll system.
- Lead and assist payroll support staff as needed.
- Proposed policy and procedure improvements.
- Perform other duties as assigned.
Knowledge Of

- ERP systems (e.g., Munis, PeopleSoft, SAP)
- Electronic record keeping and file maintenance principles and procedures.

- Independently manage and process a complex, multi-departmental payroll.
- Analyze and interpret payroll data, policies and financial records.
- Principles and practices of public sector personnel administration, confidential records management, and effective customer services practices.

Education, Training, and Experience
Any combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential job duties of the position is qualifying. Incumbents will possess the most desirable combination of training, skills, and experience as demonstrated by past and current employment.
An associate degree in accounting, business, finance, or a related field and three (3) years of payroll-related experience is preferred. Public sector accounting experience preferred.
