CITY ENGINEER

Job Summary

The City Engineer is responsible for overseeing the planning, design, construction, and maintenance of municipal infrastructure, including roads, bridges, water and sewer systems, drainage projects and public buildings. This role ensures all engineering projects comply with safety regulations, environmental policies, and city planning goals. Incumbent works closely with city officials, contractors, and the public to develop and execute projects that improve the community's infrastructure and quality of life.

Essential Job Functions

• Plan, organize, direct, and evaluate various public works programs and activities of the Public Works Department including design, survey, inspection, developmental review, contract administration, and geographic information systems.
• Oversees the design of numerous public works and public facilities projects that are part of the City's capital improvement program by developing and reviewing master plans.
• Serves as project engineering (manager) and prepares or oversees outsourced plans, specification, and bid documents for assigned major and special projects of a complex and critical nature. Assists in the inspection and acceptance of completed projects.
• Manages the development and implementation of department goals, objectives, policies and priorities and performs short range planning of design and project management tasks and engages stakeholders in the development of long-range planning for major engineering projects.
• Coordinates with Public Works and Parks & Buildings departments in the planning and operation of the water and wastewater systems, construction projects related to utilities, planning and operation of street, drainage, grounds maintenance, parks, construction projects, building and fleets services.
• Develops planning and budget level cost estimates for professional services, construction and related project costs to support budget and capital program planning.
• Oversees the administration of all awarded grants, coordinating legal documents, surveys and appraisal requirements and with State and Federal officials to secure grant funding.
• Contract administration of consultants and contractors including negotiation of fees and change orders.
• Oversees and participates in the development and administration of the department's budget; approves the forecast of funds needed for projects; approves expenditures and implements budgetary adjustments as appropriate and necessary; ensures that all projects are completed successfully by contractors, consultants and other team members.
• Conduct site inspections and evaluations of infrastructure conditions to recommend necessary improvements or repairs.
• Other assignments may include performing engineering, calculations, selecting equipment components, preparing specifications, plan preparation, design and review of in-house projects, project management of capital improvement projects, report preparation related to water/wastewater, drainage and transportation projects.
• Prepares engineering designs, specifications and cost estimates for a wide variety of capital improvement projects; and ensures the accuracy of specifications, legal notices for receiving bids and awarding contracts, RFPs and RFQs for infrastructure projects.
• Ensures traffic engineering standards are executed for traffic impact studies, traffic patterns, investigating and preparation of engineering recommendations to improve traffic control, reduce accidents and optimize traffic flow. Ensure warrant analysis for traffic control, signal timing plans, accurate documentation for traffic signals, pavement markings and all other traffic control devices.
• Maintain public records of highway rights-of-way and public utilities in order to provide records for legal action in respect to liability and future needs.
• Maintain regular and prompt attendance; physically present to work.
• Perform after hours work as required (nights & weekends) and assist with emergency response as needed by city hall and local EOC.

Minimum Qualifications & Requirements

• Have a minimum of more than five (5) years of experience as a Licensed Professional Engineer in Texas specializing in municipal city engineering or public works/utilities projects, is preferred. Position requires a Bachelor of Science Degree in Civil Engineering.
• Must have an Engineering License by the State of Texas and be registered with the Texas Board of Professional Engineers

• Must successfully complete Emergency Management and Incident Command Training within first three months of hire date.
• Bilingual English/Spanish

Knowledge, Skills, and Abilities

• Strong knowledge of engineering and administration as applied to the design and construction of public facilities, maintenance services, streets, technical inspections services, etc.
• Proficiency in engineering software (AutoCAD, GIS, Civil 3D, etc.,).
• Ability to interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations, technical written materials, and City engineering policies and procedures.
• Excellent project management and leadership skills.
• Strong problem-solving skills and decision-making abilities.
• Effective communication and collaboration with city officials, staff, and residents.
• Ability to analyze and interpret engineering plans and specifications in accordance with design requirements and applicable standards and regulations.
• Demonstrate knowledge and experience in design and construction of areas, railroads, parking lots and roadways and other engineering disciplines associated with Municipal facilities.

Working Conditions/Physical Demands

• Office setting with field visits to construction sites, public infrastructure, and community projects.
• Interaction with government officials, engineers, contractors, and the public.
• Some travel may be required for site inspections and meetings.
