Interested applicants are encouraged to apply as soon as possible for full consideration.DEFINITION: Under general supervision, assists in the operations of the Planning Department, including comprehensive planning, zoning, land use and development regulation and geographic information systems, and performs other duties as assigned. DISTINGUISHING CHARACTERISTICS: This is the entry-level position within professional planning. It is distinguished from the Planning Technician position because it involves professional-level duties and judgment, and fewer routine administrative tasks. Supervisors may review the work of the Planner but receive less immediate supervision in comparison to the Planning Technician.

EXAMPLE OF DUTIES
DUTIES AND RESPONSIBILITIES: The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.Interprets and applies applicable state, county and local codes, ordinances and regulations.Initiates actions necessary to correct deficiencies or violations of regulations.Assists with updates and maintenance of the Comprehensive Plan and land development regulations.Conducts review of various development applications, including plats, permits, site plans, variance requests and rezoning.Conducts extensive research in specific or general project areas.Writes and presents formal and technical reports, working papers, and correspondence.Identifies community problems, issues, and opportunities in particular neighborhoods that could be mitigated through better community planning.Develops long-range plans for communities with common developmental issues.Develops strategies to promote economic and community development or efficient land use consistent with community goals.Evaluates adequacy of community facilities in meeting current and projected needs.Recommends priorities, schedules, and funding sources to implement the public improvements plan.Writes, or assists in writing, a variety of ordinances and regulations relating to development controls. Attends a substantial number of evening and weekend meetings.Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public planning and development; and attend training sessions, conferences and events as necessary. Performs other duties as assigned.EMPLOYMENT STANDARDSKnowledge of: Planning principles and practices.One or more planning specializations, such as economic development, transportation planning, or environmental planning.Principles, methodology, practices of research and data collection.Effective writing techniques with proper English usage, spelling, grammar and punctuation.Community remediation and redevelopment, and knowledge of relevant Federal programs.Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations.Computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS.Operations, services and activities of the city.Understanding of contracts, rules and regulations.Pertinent Federal, State and local laws, codes and regulations.Ability to: Gather relevant information to solve less well-defined practical problems.Review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditionsWork on several projects or issues simultaneously.Work independently or in a team environment as needed.Attend to details while keeping big-picture goals in mind.Create graphic designs, development strategies, and render site plans via sketches and/or computer graphics.Interpret and apply Federal, State and local policies, laws, and regulations.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective working relationships with those contacted in the course of work.
