POSITION DEFINITION

The Town of East Hartford is seeking an Engineering Technician IV. Under the general direction of the Town Engineer, this position is responsible for performing advanced technical work in the design, construction, and inspection of municipal public works projects. Additional duties include conducting research, preparing drafting work, and providing information on departmental systems and policies to contractors, consulting engineers, and the public.

Essential Job Functions

  • Determines the priority of work tasks and assigns duties to subordinates.
  • Provides lead technical guidance in preparing plans, specifications, designs, and cost estimates for public works projects in an efficient and timely manner.
  • Performs advanced mathematical calculations related to surveying, design, and estimating activities.

Oversees the administration, organization, and maintenance of engineering maps, records, and easement files.

  • Reviews subdivision and building site plans to ensure compliance with relevant regulations and standards.
  • Serves as chief of the survey party as needed, utilizing established surveying procedures for public works, construction, and land survey projects.
  • Ensures proper care and maintenance of all survey instruments and equipment.

Conducts inspections of subdivisions, road construction, existing facilities, and Town-contracted public works projects to verify conformance with design specifications, materials requirements, and scheduling expectations.

  • Identifies unforeseen construction obstacles in the field and recommends appropriate modifications to plans and associated costs.

Evaluates results of various tests, including soils, systems, and materials, to ensure compliance with applicable standards.

  • Drafts property and construction maps using current and historical field notes, maps, deeds, and related documents.
  • Prepares sketches, maps, and reports, and regularly reports completed work to the Town Engineer.

Additional Job Functions

Creates and indexes maps, charts, graphs, and other visual materials for Town departments and publications.

  • Reviews proposed plan changes and prepared recommendations for the Town Engineer for consideration by the Planning and Zoning Commission.
  • Assists the public by providing information and technical support.

Knowledge, Skills And Abilities

  • Possesses strong knowledge of civil engineering and land surveying principles and practices, and the ability to apply them effectively.
  • Demonstrates skill in applying construction inspection methods to resolve practical field issues.
  • Able to operate calculating tools, surveying instruments, drafting equipment, and other engineering-related technology.
  • Able to interpret plans, specifications, and various types of instructions presented in written, verbal, diagrammatic, or schedule formats.
  • Capable of providing clear and concise written and verbal instructions, and of working cooperatively with staff, supervisors, and the general public.

Job Qualifications And Licensing

An associate’s degree in civil engineering or a closely related field, along with three years of experience in construction inspection or engineering technical work, is required.

Work experience that includes land survey crew responsibilities, engineering design, or preparation of cost estimates may be substituted for the educational requirement on a year-for-year basis.
