What are the responsibilities and job description for the Division Chief - EMS position at City of Wausau?
The purpose of this position is to serve as the Wausau Fire Department’s EMS Director and assume responsibility for planning, coordinating, evaluating EMS operations and compliance. Subject matter expert for EMS and ambulance billing. The Division Chief- EMS is responsible for administering and performing professional level work in planning, coordinating, monitoring, evaluating, and overseeing the operations of emergency medical care while ensuring compliance with applicable statutes and administrative rules.
- Maintain the professional standards for all fire department personnel. This includes reviewing the applicable standards, regulations and requirements and identifying the need for compliance and work place development.
- Manages EMS staff including Crew Leaders and QA Coordinators and leads the departments CQI programs.
- In coordination with the Deputy Chief, Battalion Chiefs and EMS Division Chief, plan and/or conduct regularly scheduled company and multi-company drills/training exercises in fire service and rescue disciplines.
- Develop and maintain job performance requirements for individual and company-level knowledge and skills.
- Developlessonplans,lessonoutlines,andtraininginaccordancewithsetstandardoperatingprocedures and policies.
- Responsible for properly tracking employee EMS training. Maintain electronic training files for all members and all training programs. Upon request, develop and produce monthly, quarterly, and annual reports of training performance.
- Coordinates EMS training, credentialing, and licensure. Presents EMS educational programs to ensure compliance.
- Maintain thorough knowledge of the agency’s apparatus and the tools and equipment carried on them.
- Identify and apply for grant opportunities to enhance the training program.
- Continually evaluate best practices to refine, revise, enhance, improve, and update training programs and related content.
- Ensure compliance with state and federal regulations, national standards, and best practices such as (but not limited to) OSHA, ISO, NFPA, DSPS, and the City’s Insurance carrier.
- Develop and manage task books for Recruit Firefighter/Paramedics, Driver Operators, Lieutenants and Battalion Chief positions.
- Upon request, attend MABAS meetings.
- Maintain memberships in professional associations. Attend conferences and seminars which support the training officer activities.
- Provides direction to fire personnel in the administration of the EMS Program. Mentors and directs the activities and work of Emergency Medical Service Crew Leader and Emergency Medical Service Quality Assurance Coordinators.
- Advances the Department through appropriate training by planning, preparing and presenting EMS educational programs with objectives and content which ensures compliance with State and Department programs and requirements. Oversees and/or records all completed training.
- Assists in researching and developing policies, protocols, and procedures, to include analyzing, drafting, coordinating preparation and implementation.
- Supervises and assists the cleaning and maintenance of equipment and station as necessary.
- Ensures all medical equipment on ambulances and fire apparatus are appropriate and in good working order and that medical supplies are at an appropriate inventory level.
- Staffs an ambulance at the Paramedic level to conduct periodic evaluations of personnel, to assess proficiency, or as needed in staff shortages.
- Integrates health and safety plans, policies, and procedures into daily work activities; ability to conduct initial accident and incident investigations.
- Participates on appropriate committees as a representative for the Wausau Fire Department to ensure the Departments interests are represented or to advance the Department.
- Assists with vehicle and equipment procurement within budgetary guidelines.
- Monitors and evaluates section expenditures, which includes recommendation of budget items; evaluating past fiscal spending; anticipating future spending; and performing other budget related activities.
- Oversees medical equipment readiness, ambulance licensure, patient care reporting, infection control, billing liaison, CQI/QA with Medical Director.
- Researches and identifies grant opportunities in EMS/Fire and be able to persuasively communicate the Wausau Fire Department’s mission in developing, writing, and submitting grant proposals to third-party entities.
- Assists in preparing plans that outline operating procedures to be used in response to disasters/emergencies.
- Serves as liaison with state/local agencies, hospitals, vendors. Represents WFD in public education and specialty transports.
This position requires a minimum of five years of full-time firefighting and or EMS experience supplemented by an associate’s degree in Fire Science, Public Administration, Business Administration, regionally accredited institution in Emergency Medical Services, or related field. Consideration will be given to persons with a combination of education and experience which demonstrates an equal level of competency.

Additional educational and experience qualifications desired include:
- Substantial experience as a trainer or teacher within the EMS discipline and in a fire service setting.
- Prehospital Trauma Life Support (PHTLS) Instructor.
- Advanced Cardiac Life Support for Experience Provider (ACLS-EP) Instructor.
- Strategies and Tactics for Initial Company Operations or comparable.
- Fire Inspector I.
- Hazardous Materials Technician certification.

- Supervisory experience within leadership positions.

Physical and Working Environment

Moderate exposure to environmental conditions that impact physical comfort such as poor ventilation and temperature extremes. May require specialized clothing or wearing personal protective equipment as well self- contained breathing apparatus. Damage to clothing is possible.
Close mental and visual attention is continuously required. Moderate physical demands typically found in trades work with moderate exposure to workplace hazards. Requires regular lifting, bending, twisting, turning, and use of power equipment.
