Qualified candidates will be invited to a panel interview held June 25th. DEFINITION: To assist the Police Chief in administering a variety of program and services designed for the maintenance of law and order and protection of life and property within the City of Watsonville; oversee the day to day activities of assigned divisions; manage program delivery of patrol, traffic, investigations, dispatch, community relations, parking enforcement, administration, personnel training, records, property, evidence, intelligence and/or crime analysis; act as Police Chief in his/her absence.

EXAMPLE OF DUTIES
ESSENTIAL DUTIES: Duties may include, but are not limited to, the following: Assist the Police Chief in planning, implementing, and directing the services and activities related to the delivery of Police Department operations, including but not limited to, patrol, traffic, investigations, dispatch, community relations, parking enforcement, administration, personnel training, property, evidence, intelligence, crime analysis, budget and personnel administration; advise the Police Chief of all critical incidents.Establish strategies and programs to meet department operational objectives; participate in the development and implementation of annual departmental goals; continuously review operational activities and program to identify issues and create solutions for improving police and public safety services; recommend and administer new policies and procedures to increase department efficiency and effectiveness. Succession planning and leadership development.Coordinate department activities with other City departments and outside agencies; provide professional and technical advice and assistance on matters related to law enforcement and crime prevention; participate in professional and public meetings and organizations, department staff meetings, special committees, task forces and/or special projects.Conduct staff projects and special studies; review, edit, and approve delegated projects; prepare and present reports to the City Council, community groups and outside agencies.Monitor, evaluate and document subordinate work performance; ensure City personnel policy, department policy, and employee labor agreements are implemented and applied consistently throughout the department. Implement staff training programs and standards; recommend and coordinate with subordinate supervisor on employee recognition, discipline and termination. Analyze crime/arrest reports, trends, and related data; review daily, weekly, and monthly statistical crime, traffic, parking, and related reports. Oversight of investigation affair process, discipline proceedings, discipline review panels and skelly hearings. Participate in the development of the department budget including the forecast of revenue, expenses and funded needed for staffing equipment, materials and supplies; guide subordinate managers in developing and administering division and unit budgets. Oversight of the maintenance of the police fleet. Responsible for maintaining an effective community relations program.Perform the duties of the Police Chief, when assigned.Perform other duties as assigned. EMPLOYMENT STANDARDSKnowledge of: Advanced principles and practices of crime prevention and law enforcement programs and services, including criminal investigation, patrol, traffic control, care and custody of persons and property and environmental protection. Leadership and management principles and practices related to administration on a municipal police department. Federal, State, and local laws, ordinances, codes and regulations, and recent court decisions Principles and techniques of municipal budget administration. Research and analysis reporting methods and procedures.Use of firearms and other policing equipmentPrinciples of personnel management including performance evaluation, performance improvement, discipline and employee/labor relations.Communication equipment and software applicable to the delivery of departmental services. Modern office practices, procedures, methods and equipment. Ability to: Implement a core value system that incorporates honesty, integrity and ethical behavior in order to establish a foundation of credibility and trust throughout the department. Have a strong command presence. Effectively interact with policy makers.Apply technical knowledge in a critical, time-sensitive manner and make appropriate decisions in the enforcement of law and order.Analyze problems; identify alternative solutions, anticipate consequences of proposed actions and implement recommendations in support of goals. Interpret and apply City and department policies, procedures, rules and regulations. Provide leadership to a diverse work force; encourage and motivate subordinates to deliver high-qualify work; effectively supervise, train and evaluate the work of subordinate personnel. Ability to develop trust and confidence with employees, other managers and the public.Exercise judgement and act quickly and calmly in emergency situations.Prepare and present staff reports and address concerns of City Council, City management and staff, community groups and members of the public. Stay abreast of innovations and standards in the field of law enforcement management. Perform complex analyses and recommend solutions.Encourage the flow of ideas and cooperative resolutions to problems. Assume responsibility and control in situations that require prompt action.Gain cooperation through discussion and persuasion. Assist in preparing and administering the department budgetMeet the Watsonville Police Department medical fitness standardsMaintain confidentiality of medical, personnel and other privileged information. Communicate clearly and concisely, both orally and in writing. Accept constructive criticism. Maintain favorable media relations. Establish and maintain cooperative working relationship with those contacted in the course of work. Skill in: Performing physical duties of handcuffing, subdue attacking or resisting person using locks, grips, or control holds; use of baton, pepper spray and TASER.Drawing weapon and firing with either hand; cleaning and servicing weapon; firing other weapon as required or needed.Wearing self-contained breathing apparatus including a gas mask.Using two-way radios and other specialized law enforcement weapons and equipment.Operation of a computer and relevant software necessary to perform the requirements of the job.

SUPPLEMENTAL INFORMATION
Interviews will be conducted June 25th, 2024. The candidate will be appointed for a 12-month probationary period. Names of successful candidates who do not receive a job offer will be placed on an employment list which normally remains effective for one year. The Human Resources Department may abolish an Employment list at any time the needs of the City so require.
